The Municipal Emergency Response Bureau implements the guidelines, policies and decision-making deployments of the Party Central Committee, the Provincial Party Committee and the Municipal Party Committee on emergency response, and adheres to and strengthens the Party's centralized and unified leadership of emergency response in the course of fulfilling its duties. The main responsibilities are:
(a) responsible for the city's emergency management work, guiding local departments to respond to production safety class, natural disasters and other emergencies and comprehensive disaster prevention, mitigation and relief work. Responsible for the city's integrated supervision and management of production safety and industrial, mining and trade industry safety production supervision and management work (except coal mines, the same below).
(B) the development of the city's emergency management, production safety and other policies and measures, organization and preparation of the city's emergency response system construction, production safety and comprehensive disaster prevention and mitigation planning, drafting of relevant local laws and draft regulations, organizations to formulate the relevant regulations and standards and supervise the implementation.
(c) Guiding the construction of the city's emergency response plan system, establishing and improving the grading system for responding to accidents and natural disasters, organizing the preparation of the city's overall emergency response plan and special plans for production safety and natural disasters, and organizing their implementation, comprehensively coordinating the convergence of emergency response plans, organizing and carrying out emergency response drills, and promoting the construction of emergency evacuation facilities.
(d) As required, take the lead in establishing a unified citywide emergency management information system that is connected with the national and provincial emergency management information systems, be responsible for the planning and layout of information transmission channels, establish a monitoring and early warning and disaster reporting system, improve the mechanism for obtaining and sharing information resources on natural disasters, and unify the release of disaster information in accordance with the law.
