Guiyang Municipal Bureau of Civil Affairs Functional Information

Article 1 In order to standardize the function configuration, internal organization and staffing of Guiyang Municipal Bureau of Civil Affairs (hereinafter referred to as the Municipal Bureau of Civil Affairs), and to promote the legalization of institutions, functions, authority, procedures and responsibilities, these provisions have been formulated in accordance with the Regulations of the Communist Party of China on the Work of Institutional Establishment, the Circular of the General Office of the CPC Guiyang Provincial Party Committee and the General Office of the People's Government of Guizhou Province on the Issuance of “Institutional Reform Program of Guiyang Municipality”, the Guiyang Municipal People's Government on the implementation of institutional reform in Guiyang City,” etc., the formulation of these provisions.

Article 2 The Civil Affairs Bureau of Guiyang Municipality is a working department of the municipal government at the county level.

Article 3 The responsibilities of the Guiyang Municipal Health Bureau of organizing, formulating and coordinating the implementation of policies and measures for coping with population aging, and undertaking the specific work of the Municipal Working Committee on the Elderly, are assigned to the Municipal Bureau of Civil Affairs. The office of the Municipal Working Committee on Aging is located in the Municipal Civil Affairs Bureau.

The responsibilities of the Municipal Civil Affairs Bureau in formulating the city's urban and rural grassroots mass self-governance and community governance policies, guiding the construction of the urban and rural community governance system and governance capacity, promoting the construction of grassroots democracy and politics, formulating the city's social work policies and standards, and advancing the construction of social work talents and volunteers in conjunction with the relevant departments are assigned to the Department of Social Work of the Municipal Party Committee.

Article 4 The main responsibilities, institutional setup, staffing, etc. determined in this provision is the basic basis for the responsibilities and authorities of the Municipal Civil Affairs Bureau, staffing and work operation.

Article 5 The Municipal Bureau of Civil Affairs is responsible for implementing the guidelines, policies and decision-making arrangements of the Party Central Committee on civil affairs as well as the provincial party committee and the municipal party committee's relevant work arrangements, and implementing the process of adhering to and strengthening the Party's overall leadership of civil affairs into the fulfillment of its duties. The main responsibilities are.

(a) Drafting local laws and regulations on civil affairs, formulating the city's civil affairs development planning, annual plans, policies and standards and organizing their implementation.

(b) To formulate and organize the registration and supervision and management of social organizations such as social groups and social service agencies in the city, and to carry out registration management and law enforcement supervision of social organizations in accordance with the law.

(3) To formulate the city's social assistance policies, coordinate the construction of urban and rural social assistance systems, and be responsible for the minimum subsistence guarantee for urban and rural residents, the assistance and sustenance of persons in special hardship, temporary assistance, and the assistance of vagrants and beggars with no means of subsistence. Coordinate low-income population identification, monitoring and normalization of relief and assistance work.

(d) formulate the city's administrative divisions, administrative boundaries management and toponymic management policies, organize research on the city's administrative division adjustment proposals, in accordance with the administrative authority to undertake the city's township (town) above the establishment of administrative divisions, naming, change and relocation of government sites, such as the examination and approval work. (j) To formulate policies and standards for the city's children's welfare, the protection of orphaned and abandoned children and children with no one to support them, children's adoption, children's rescue and protection, and to improve the system of care and services for children left behind in rural areas as well as the system of protection for children in difficult circumstances.

(xi) Organize and formulate policies to promote the development of charitable undertakings in the city, supervise and inspect charitable activities in the city in accordance with the law, guide the work of social donations, and be responsible for the management of the city's welfare lottery.

Article 6 Functional Transformation. Promoting the transformation of elderly services to comprehensively improve the quality of life of the elderly, accelerating the construction of a pension service system that coordinates home-based community institutions and combines medical care with recreation and nourishment, vigorously developing inclusive pension services, promoting the balanced allocation of resources, and promoting the realization that all elderly people have access to basic pension services. It has strengthened basic livelihood protection, improved the social assistance system that is stratified and categorized, and coordinated between urban and rural areas, focusing on special groups such as the needy and orphans, and promoting the tilting of resources to weak areas, fields and links, so as to ensure a solid bottom line for people's livelihoods.

Article 7 division of responsibilities with other departments.

(a) Division of responsibilities related to the Municipal Health Bureau. Municipal Bureau of Civil Affairs is responsible for organizing the formulation and coordination of the implementation of policies and measures to actively respond to population aging and promote the development of the cause of old-age care, the formulation of planning for the construction of old-age care system, draft local laws and regulations, policies, standards and organizing the implementation of the welfare of the elderly and the elderly in special difficulties to take on the work of assistance. The Municipal Health Bureau is responsible for formulating policies and measures for the integration of medical care and nursing, and undertaking the prevention and treatment of geriatric diseases, medical care for the elderly, and mental health and care services for the elderly, as well as other geriatric health work.

(ii) Division of responsibilities with the Municipal Natural Resources and Planning Bureau. The Municipal Bureau of Civil Affairs, in conjunction with the Municipal Bureau of Natural Resources and Planning, organizes the compilation of administrative division maps of Guiyang City, which publishes information on administrative divisions.
