Guiyang Bureau of Big Data Development and Management Functional Information
Guiyang City Big Data Development Administration implements the guidelines, policies and decision-making deployments of the Party Central Committee, Provincial Party Committee and Municipal Party Committee on the work of big data and informatization, and adheres to and strengthens the centralized and unified leadership of the Party on the work of big data and informatization in the process of fulfilling its duties. The main responsibilities are:
(i) To be responsible for drafting relevant local laws and regulations, taking the lead in formulating local standards and norms related to big data and organizing their implementation.
(ii) Responsible for coordinating the promotion and implementation of the Digital China construction plan and coordinating the implementation of the national big data strategy. It coordinates the promotion of informatization of public services and social governance, and coordinates the promotion of smart city construction. It studies and formulates the city's big data, digital economy and digital society development plans and policy measures and organizes their implementation.
(iii) Coordinate the promotion of the construction of the city's data infrastructure system for the property rights, circulation, distribution and governance of data elements. It shall study and put forward policy proposals for fostering the data factor market, guide the construction of the data factor market, coordinate the promotion of data circulation and trading, and guide the construction and development of data trading venues.
(D) To organize the formulation of the city's digital infrastructure layout planning, and coordinate and promote the construction of digital infrastructure layout.
(v) Coordinate the integration, sharing, development and utilization of data resources. Coordinate and promote the classification and hierarchical management of data resources, organize and promote the collection and aggregation, sharing and opening, development and utilization of public data resources, and promote cross-industry and cross-sectoral interconnection and interoperability of information resources.
(vi) Coordinating and promoting the planning and construction of digital government and common infrastructure construction, responsible for the construction and management of the city's unified government cloud platform, promoting the integration of government information systems, and promoting the integration and application of big data and government services.
(vii) Coordinate and promote the development of the city's digital economy, and promote digital industrialization and industrial digitization. It is responsible for the development of the city's big data-related industries and industry management, and undertakes the management of the software and information technology service industry. Promote cross-field and cross-industry digital transformation, and promote the deep integration of the digital economy and the real economy. Coordinate major issues in the development of big data industry and put forward countermeasures and recommendations.
(viii) Coordinate the promotion of scientific and technological innovation in the field of big data, promote the industrialization of scientific research results, and promote the combination of big data industry, academia, research and application.
(IX) is responsible for proposing the scale and direction of investment in the field of big data, arranging suggestions for the central and provincial support for construction funds, proposing suggestions for the approval, filing and ratification of big data investment projects, and formulating the annual use plan of municipal special funds for big data development and municipal special funds for the construction of government information systems to be approved and implemented according to the procedures.
(J) undertake foreign exchange and cooperation in the field of big data, organize and guide relevant enterprises to participate in major exchanges and cooperation, carry out regionalized cooperation, and guide the work of industry associations, societies and other social organizations in the field of big data.
(xi) Responsible for the construction of big data talent team, formulate and organize the implementation of relevant talent development planning, organize and coordinate the city's work related to the construction of big data talent.
(xii) Combined with the responsibilities of the department, perform the corresponding data security duties, responsible for the formulation of relevant data security policies and organize the implementation.
(xiii) Responsible for the work of production safety in the department and the industry.
(XIV) Undertake other tasks assigned by the municipal party committee, the municipal government and the provincial big data bureau and other relevant provincial departments.
Guiyang City Big Data Development Administration 7 internal organizations:
(I) Office. Undertake the evaluation of municipal government informatization construction programs as required. To study and put forward policy proposals for fostering the data factor market, coordinate the promotion of data circulation and trading, and guide the construction and development of data trading venues. Undertake work related to big data reform. To formulate relevant data security management system and organize its implementation.
(IV) Digital Industry Division (Industrial Integration Division). To formulate the city's digital economy development plan and policies and measures to promote the development of digital industry and organize its implementation, and undertake the development of big data-related industries and industry management, as well as the management of software and information technology service industry. Coordinate major issues in the development of big data industry and put forward countermeasures and suggestions. Undertake work related to the construction of digital economy parks and other industrial clustering platforms. Undertake the construction and intensive use of data centers and promote the development of intelligent arithmetic industry. Formulate the city's policies and measures to promote industrial digitization and cross-field and cross-industry digital transformation and organize their implementation, and promote the deep integration of the digital economy and the real economy. Coordinate and promote the real economy related industries, enterprise data collection and governance, interconnection, integration and application, promote enterprise intelligent transformation, digital transformation, and promote digital technology empowered by the integration of new industrialization, new urbanization, agricultural modernization, tourism industrialization development.
(E) Digital Application Division. To formulate the city's digital social construction planning and organization and implementation, coordinate and promote the informatization of public services and social governance, coordinate and promote the construction of smart cities, and promote the industry data aggregation and application. Undertake the city's digital government construction planning and municipal government informatization planning, annual plan preparation and implementation of related work. (VII) Personnel and Talent Division (Office of the Party Committee of the Organizations). Undertake the work of cadre and personnel, organization and social security of the Bureau and its affiliated institutions.
