Office of Human Resources and Social Security of Guizhou Province Functional Information

(a) Implement national human resources and social security development plans and policies; study and draft local laws and regulations on human resources and social security; formulate the province's human resources and social security development plans and policies, and organize their implementation and supervision and inspection.

(ii) To formulate human resources market development planning and human resources mobility policies, establish a unified and standardized human resources market, and promote the reasonable mobility and effective allocation of human resources.

(C) is responsible for promoting employment, formulating employment development plans and policies for urban and rural areas, improving the public employment service system, and implementing the employment assistance system; improving the vocational qualification system, and coordinating the establishment of a vocational training system for urban and rural workers; taking the lead in formulating policies for the employment of college graduates; formulating policies on the cultivation and incentives for highly-skilled talents and practical rural talents in conjunction with the relevant departments; and taking charge of the introduction of talented people from outside China, (d) Coordinate the employment of foreigners in the province.

(d) Coordinating the establishment of a social security system covering urban and rural areas. To formulate and organize the implementation of urban and rural social insurance and its supplementary insurance policies and standards; to formulate policies on the transfer of social insurance relations, and to coordinate the formulation of the basic pension insurance and basic medical insurance policies for the organs, enterprises, public institutions and other social organizations, and for members of the society; to formulate, in conjunction with the relevant departments, the system of management and supervision of the social insurance and its supplementary insurance funds; to organize the formulation of the draft pre-budget and final budget of the province's social insurance fund; to participate in the formulation of the investment policies of the province's social security fund; to formulate the investment policies of the province's social security fund; and to organize the preparation of the draft pre-budget of the provincial social security fund. The province's social security fund investment policy; in accordance with the provisions of the social insurance fund value-added supervision and management work.

(e) To be responsible for forecasting and early warning of employment, unemployment and social insurance fund and information guidance, to formulate response plans, to implement prevention, regulation and control, and to maintain the stability of the employment situation and the overall balance of income and expenditure of the social insurance fund.

(f) In conjunction with the relevant departments, formulate policies relating to the reform of the wage and income distribution system for personnel of organizations and institutions, and establish a mechanism for the normal growth of wages and payment guarantee for personnel of organizations and institutions; formulate policies on the welfare and retirement of personnel of organizations and institutions; formulate macro-regulation and control policies on the wage and income of enterprise workers, and improve the minimum wage system and the mechanism for guaranteeing the payment of wages; and take part in the appraisal of model workers.

(j) Coordinating the implementation of the system of labor disputes and personnel arbitration; formulating policies on labor relations and improving the coordination mechanism for labor relations; supervising the implementation of policies on the elimination of the illegal use of child labor and the special labor protection policies for female and underage workers; organizing the implementation of labor inspections, coordinating the work of workers in defending their rights and investigating and dealing with major cases in accordance with the law.

(XI) is responsible for formulating the province's work injury insurance policy, planning and standards; improving the province's work injury prevention, identification and rehabilitation policy; formulating the province's work injury disability rating appraisal standards; organizing and formulating the province's work injury insurance fund management methods and the standards of designated medical institutions, pharmacies, rehabilitation institutions, and auxiliary apparatus installation institutions.

(XII) accepts petitions and matters involving human resources and social security, and coordinates with relevant departments to deal with major petitions and emergencies related to human resources and social security.

(xiii) Undertaking matters related to foreigners working in China according to regulations.

(xiv) Combining the responsibilities of the department, do a good job in military-civilian integration, poverty alleviation and development, and other related work; increase investment in science and technology, improve scientific and technological innovation capacity, and provide protection for the promotion of innovation-driven development; be responsible for production safety and fire safety in this department and in this industry area; do a good job in the development and application of big data and the management of governmental data resources related to work in accordance with the provisions of the law to promote the standardization of the management of the department's governmental data resources, sharing and openness.

(xv) Undertake other matters assigned by the provincial people's government and the Ministry of Human Resources and Social Security.
