Beijing Tongzhou Distric Municipal Civil Affairs Bureau Functional Information

(a) Implementing national and municipal laws, regulations, rules and policies on civil affairs. Formulate the development plan and policy of social welfare undertakings in this district, formulate the medium and long-term development plan and policy measures of civil affairs and supervise the implementation.

(ii) Responsible for the work on aging. It organises the formulation and coordinates the implementation of development planning and policy measures to actively respond to population ageing. It guides and coordinates the protection of the rights and interests of the elderly. It also formulates policies on social participation of the elderly and organises their implementation.

(c) Implementing policies and measures to promote the development of the elderly in Beijing. It co-ordinates and promotes, supervises, guides, and oversees the supervision and management of elderly services, and formulates plans, policies, and standards for the construction of elderly service systems and organises their implementation. It is responsible for the welfare of the elderly and the relief of the elderly in special difficulties.

(d) Responsible for the registration and supervision of social organisations such as social groups, social service organisations and foundations in the district. Guiding the management of social organisations in townships and streets.

(e) Implementing Beijing's social welfare policies for the disabled and guiding the protection of related rights and interests. Promote the development of rehabilitation assistive device industry.

(vi) To formulate and organise the implementation of policies on marriage management in the district, guide the management of marriage registration agencies, and promote the reform of marriage customs.

(g) To formulate policies on funeral management in the district and organise the implementation of such policies, guide the management of funeral service organisations, and promote funeral reform.

(viii) Implementing the policies and standards of Beijing Municipal Children's Welfare, Orphaned Children's Protection, Children's Adoption, Children's Rescue and Protection, improving the protection system for children in difficult circumstances, and guiding the management of relevant children's organisations.

(ix) Implementing policies to promote the development of charitable undertakings and guiding the work of social donations.

(j) Implementing Beijing's urban and rural social assistance policies and standards, and improving the urban and rural social assistance system. It is responsible for the minimum subsistence guarantee and temporary assistance for urban and rural residents. It is also responsible for the feeding of special hardship cases. Guiding the work of providing assistance to homeless and beggar people in urban areas.

(k) Implementing the policies and standards of administrative divisions in Beijing. It is responsible for the establishment, naming, change and relocation of the government and dispatching organs of the administrative division of the district, etc. for examination and approval. Organises and guides the management of the administrative boundaries of the district. Responsible for the township streets border dispute mediation work.

(xii) Implementing Beijing's policy of rewarding and protecting the rights and interests of those who have acted heroically, and being responsible for organising and implementing the rewarding and protecting the rights and interests of those who have acted heroically.

(xiii) To be responsible for the administrative enforcement of civil affairs in accordance with the law, and to organise the investigation and handling of relevant violations of the law.

(xiv) Undertake the management of relief services.

(xv) Completing other tasks assigned by the district party committee and the district government.
