Hainan Provincial Water Affairs Office Functional Information

Article 1 In accordance with the Guiding Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Hainan to Comprehensively Deepen Reform and Openness (Zhongfa [2018] No. 12) and the Notice on the Issuance of the Hainan Provincial Institutional Reform Program by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council (Office of the word [2018] No. 80), the present provisions are formulated.

Article 2 The Hainan Provincial Water Affairs Office (referred to as the Provincial Water Affairs Office) is a constituent department of the provincial government in charge of the province's water affairs, and is at the level of department.

Article 3 The Provincial Water Affairs Office carries out the implementation of the guidelines and policies of the Party Central Committee on water work, as well as the China (Hainan) Pilot Free Trade Zone and the Free Trade Port of Chinese Characteristics policies and measures, implements the decision-making and deployment of the provincial party committee, and adheres to and strengthens the Party's centralized and unified leadership of the work of water affairs in the process of performing its duties. The main responsibilities are:

(a) Responsible for safeguarding the rational development and utilization of water resources. Formulate the province's water development strategies and policies and measures, drafting relevant draft laws and regulations, and organizing the preparation of water development planning, comprehensive planning of important river and lake basins, flood control planning and other major water planning.

(ii) Responsible for the integration and protection of water for living, production and operation, and ecological environment. Organize the implementation of the most stringent water resources management system, the implementation of unified supervision and management of water resources, the preparation of the province's long-term supply and demand for water planning, important river water allocation program and supervise the implementation. It is responsible for the water resources dispatching of important river basins and major water transfer projects. It organizes the preparation of provincial water resources protection related plans. Organize the implementation of water permits, water resources demonstration and flood control demonstration system, and guide the development of water resources paid use.

(C) Promote the construction of island-type water infrastructure network. Propose the scale and direction of investment in water fixed assets, national and provincial financial water funding arrangements and organize and guide the implementation of recommendations.

(D) guide the hydrological work. Responsible for the province's hydrology and water resources monitoring, hydrological station network construction and management. Monitoring of rivers, lakes and reservoirs and groundwater implementation, the release of hydrology and water resources information, intelligence forecasts and water resources bulletin. Organize and carry out water resources, water resources survey and evaluation of water resources and water resources carrying capacity monitoring and early warning.

(E) guidance and supervision of water works construction and operation management. Organization and implementation of control and cross-city and cross-basin important water conservancy project construction and operation management. According to the authority to organize the review and approval of feasibility studies and preliminary design of water construction projects.

(F) guide the management, protection and comprehensive utilization of water facilities, waters and their shorelines. Take the lead in the full implementation of the river chief system, lake chief system, guidance, supervision of important river and lake governance, development and protection; guidance on river and lake ecological protection and restoration, river and lake ecological flow water management and river and lake water system connectivity.

(G) guide the work of rural water conservancy. Organization of large and medium-sized irrigation and drainage project construction and renovation; organization and implementation of rural drinking water safety project construction and management, and guide the work related to water-saving irrigation; guide the reform and innovation of rural water conservancy and the construction of socialized service system; guide the development of rural water resources, small hydropower renovation and hydropower rural electrification work.

(H) responsible for water conservation work. Formulate water conservation policies, organize the preparation of provincial water conservation planning, organize the implementation of total water use control and other management systems, guidance and promote the construction of water-saving society.

(IX) guide urban and rural water work. Guide the province's urban and rural water supply and water conservation, drainage and flood control, sewage treatment and recycled water use and other engineering construction and management. Participate in urban and rural water supply price approval.

(J) responsible for soil and water conservation work. Formulate the province's soil and water conservation planning and supervision and implementation, organization and implementation of comprehensive prevention and control of soil erosion, monitoring and forecasting and regular bulletin; responsible for production and construction projects, supervision and management of soil and water conservation, and guide the implementation of national key soil and water conservation construction projects.

(XI) according to law is responsible for the water industry safety work, organization and guidance of reservoirs, hydroelectric dams, rural hydropower stations, urban and rural water supply and drainage industry safety supervision.
