Hainan Provincial Department of Ecology and Environment Functional Information
In April 2019, according to the General Office of the Hainan Provincial Committee of the Communist Party of China The General Office of the Hainan Provincial People's Government on the issuance of the Notice on the Functional Configuration, Internal Organizations and Staffing Provisions of the Office of Eco-Environment of Hainan Province (Qiongbanfa [2019] No. 73), the establishment of the Office of Eco-Environment of Hainan Province is a constituent department of the provincial people's government that is in charge of the province's ecological and environmental work at the departmental level. The main responsibilities are.
(a) To be responsible for establishing and improving the province's basic ecological environment system. In conjunction with relevant departments to formulate the province's ecological and environmental policies, planning and organization and implementation, draft ecological and environmental laws and regulations, research and put forward to promote the national ecological civilization pilot area (Hainan) construction policy recommendations.
(B) supervise the implementation of national ecological and environmental standards, organize the development and supervision of the implementation of local ecological and environmental standards and technical specifications; in conjunction with the relevant departments to prepare and supervise the implementation of key areas, watersheds, sea areas, groundwater, drinking water sources of ecological and environmental planning and water function zoning.
(C) is responsible for the province's major ecological and environmental issues of coordination and supervision and management. Take the lead in coordinating the investigation and handling of major environmental pollution accidents and ecological damage; guide and coordinate the emergency response and early warning of major ecological and environmental emergencies; take the lead in guiding the implementation of the system of compensation for ecological and environmental damages; coordinate the settlement of cross-regional disputes over environmental pollution; and co-ordinate and co-ordinate ecological and environmental protection of key regions, river basins and sea areas.
(d) Responsible for the supervision and management of the implementation of the province's emission reduction targets. Organize the development and supervision of the implementation of land and marine pollutant discharge control plans for all types of pollutants to determine the capacity of the atmosphere, water, ocean and other pollutants; supervision and inspection of cities and counties pollutant emissions reduction tasks completed, the implementation of ecological environmental protection target responsibility system; organization and supervision of the development and implementation of the sewage discharge licensing system.

(F) is responsible for proposing the province's ecological environment in the field of fixed asset investment, provincial financial funding arrangements, with the relevant departments to organize and implement. Participate in guiding the promotion of circular economy and ecological environmental protection industry development.
(G) is responsible for the supervision and management of the province's environmental pollution prevention and control. Formulate pollution prevention and control management system for the atmosphere, water, ocean, soil, noise, light, malodor, solid waste, chemicals, motor vehicles, etc. and supervise its implementation; supervise and manage the ecological environmental protection of drinking water sources in conjunction with the relevant departments, organize and guide the work of urban and rural ecological and environmental protection work, supervise and guide the management of agricultural land-based pollution; in accordance with the national unity of the deployment of the regional joint prevention and control of atmospheric pollution.
(H) guidance, coordination and supervision of the province's ecological protection and restoration work, participate in promoting the national ecological civilization pilot area (Hainan) construction work. Organize the preparation of ecological protection planning; supervise the development and utilization activities of natural resources that have an impact on the ecological environment, important ecological environment construction and ecological damage restoration; organize the development of various types of nature reserves ecological environment regulatory system and supervise law enforcement; supervise the protection of wildlife, wetland ecological environment protection and desertification prevention and control, etc.; guidance, coordination and supervision of ecological environment protection of the province's rural areas; supervise biotechnology Environmental safety, lead the work of biological species (including genetic resources), organize and coordinate the protection of biodiversity; participate in the work of ecological protection compensation.
(IX) is responsible for the supervision and management of nuclear and radiation safety in the province. Supervision and management of the safety of radioactive sources, supervision and management of nuclear technology applications, electromagnetic radiation, associated with the development and utilization of radioactive mineral resources in the prevention and control of pollution; take the lead in charge of the coordination mechanism for nuclear safety work related to the work; to assist the state to regulate the safety of nuclear facilities, is responsible for the supervision and management of the safety of radioactive wastes; involved in nuclear accident emergency response, take the lead in organizing the implementation of the emergency response to radiation-related environmental accidents.
(J) is responsible for the supervision and management of the province's ecological environment access. In accordance with the relevant provisions of the major economic and technological policies, development planning and major economic development plans for environmental impact assessment; in accordance with the regulatory authority to approve or review the key development and construction areas, planning, project environmental impact assessment documents; the development and organization and implementation of the province's ecological environment access list.
(k) responsible for the province's ecological environment monitoring work. Formulate and supervise the implementation of local ecological environment monitoring system, norms and standards; in conjunction with the relevant departments unified planning ecological environment quality monitoring station setup, organization and implementation of ecological environment quality monitoring, supervisory monitoring of pollution sources, greenhouse gas emission reduction monitoring, emergency monitoring. Organization of the ecological environment quality status of investigation and evaluation, prediction and early warning; organization of the construction and management of the province's ecological environment monitoring network and ecological environment information network, the establishment and implementation of ecological environment quality bulletin system, the unified release of the province's major ecological environment information and ecological environment status bulletin.
(XII) is responsible for the province's response to climate change. It organizes the formulation of planning and policy measures to deal with climate change and greenhouse gas emission reduction, and coordinates the implementation of such measures; cooperates with the state to carry out the work related to the implementation of the United Nations Framework Convention on Climate Change; and is responsible for the day-to-day work of coping with climate change and carbon emission reduction in the province.
(M) organize and carry out the province's ecological environmental protection inspections. Establish and improve the province's ecological environmental protection inspection system, with the central ecological environmental protection inspectors, organize and coordinate the province's ecological environmental protection inspectors, according to the authorization of the municipalities and counties, the provincial departments concerned to implement the ecological environmental protection decision-making and deployment of the situation of the inspector, and put forward the inspector accountability recommendations.
