Hainan Provincial Department of Human Resources and Social Security Functional Information
The Department of Human Resources and Social Security of Hainan Province (hereinafter referred to as the Department of Human Resources and Social Security of the Province) is a department of the provincial government in charge of the work of human resources and social security of the whole province, and is at the level of a department.
Main Duties:
The Provincial Department of Human Resources and Social Security implements the guidelines and policies of the Party Central Committee on human resources and social security work, as well as the policies and measures of the China (Hainan) Pilot Free Trade Zone and the Free Trade Port with Chinese Characteristics, implements the decision-making and deployment of the Provincial Party Committee, and adheres to and strengthens the Party's centralized and unified leadership of the work of human resources and social security in the course of performing its duties. The main responsibilities are:
(a) to formulate and organize the implementation of the province's human resources and social security development planning and policy measures, drafting relevant draft laws and regulations, study and promote the reform of human resources and social security, and put forward policy recommendations on human resources and social security work in the context of serving the China (Hainan) Pilot Free Trade Zone and the construction of the free trade port with Chinese characteristics.
(B) is responsible for the overall planning and comprehensive management of the province's human resources market. To establish a unified and open, competitive and orderly human resources market system, improve the human resources development mechanism and human resources flow allocation mechanism, responsible for the standardization of human resources services and human resources market supervision.
(c) Responsible for promoting employment and entrepreneurship throughout the province. It formulates employment development plans and policies for urban and rural areas, improves the public employment and entrepreneurship service system, and improves the employment assistance system. It takes the lead in formulating the province's vocational skills training plan, coordinating the establishment of a lifelong vocational skills training system for urban and rural workers, improving the vocational qualification system for skill categories, and is responsible for the management of technical colleges and universities. In conjunction with relevant departments, it will formulate policies on training, evaluation, utilization and incentives for skilled personnel.
(d) Coordinating and promoting the establishment of a multi-level social security system covering urban and rural areas of the province. It formulates policies and standards for the province's basic pension insurance for urban workers and its supplementary insurance, basic pension insurance for urban and rural residents, industrial injury insurance and unemployment insurance, promotes the reform of the basic pension insurance system for institutions, and implements the national coordination of pension insurance. In conjunction with relevant departments, it implements the universal insurance program; and coordinates the work of social security cards.
(e) To formulate, in conjunction with the relevant departments, a system for the management and supervision of the province's pension, unemployment, work-related injury and other social insurance and its supplementary insurance funds, as well as special funds for human resources and social security, and to prepare a draft of the budget of the relevant social insurance funds. It is responsible for forecasting and early warning and information guidance of employment, unemployment and related social insurance funds in the province, formulating response plans, implementing prevention, regulation and control, and maintaining the stability of the employment situation and the overall balance of income and expenditure of related social insurance funds.
(f) Responsible for coordinating the personnel management of the province's institutions. In conjunction with the relevant departments to promote the province's reform of the personnel system of public institutions, the formulation of public institutions and organizations of the management of personnel policies; responsible for the comprehensive management of personnel of government-managed public institutions.
(vii) To formulate, in conjunction with relevant departments, policies on the distribution of wages and income of personnel in institutions; to be responsible for formulating macro-regulation and control policies on the wages and income of employees in enterprises; to establish and improve the long-term mechanism for determining the wages of personnel in enterprises and public institutions, as well as for the normal growth of wages and security of payment; to be responsible for monitoring the remuneration of state-owned enterprises and carrying out supervision and inspection. (j) Improving retirement policies.
(viii) To formulate, in conjunction with relevant departments, comprehensive policies and plans for the work of rural migrant workers in the province, safeguard the legitimate rights and interests of rural migrant workers, and promote the implementation of policies related to rural migrant workers. It is responsible for poverty alleviation work in the field of human resources and social security in the province.
(ix) Responsible for the comprehensive management of labor and employment in the province. It formulates policies on labor relations and the mediation and arbitration system for labor and personnel disputes, improves the consultation and coordination mechanism for labor relations, formulates norms for the implementation of the system of employees' working hours, rest and leave and holidays, and formulates policies on the elimination of the illegal use of child labor and the special labor protection policies for female workers and underage workers. It organizes and implements labor security supervision, coordinates the work of workers' rights protection, and organizes the investigation and supervision of major cases.
(J) comprehensive management of the province's merit and honor recognition and reward work, undertake the province's evaluation and recognition management, according to the authorization of the provincial government in the name of the provincial party committee, the provincial government to carry out the activities of recognition and reward.
(XI) is responsible for the province's human resources and social security statistics and information. Responsible for coordinating the construction of the province's human resources and social security public service platform and integrity system, and promote the construction of a unified social insurance public service platform.
(xii) Responsible for the education and training of personnel of the system and guiding the construction of the system's team.
(xiii) To accomplish other tasks assigned by the provincial party committee and the provincial government.
(XIV) Division of responsibilities.
Division of responsibilities with the Provincial Department of Education. The employment policy for college graduates is led by the provincial Department of Human Resources and Social Security, and formulated in conjunction with the provincial Department of Education and other departments; the employment guidance and services for college graduates before they leave school are the responsibility of the provincial Department of Education; the employment guidance and services for college graduates after they leave school are the responsibility of the provincial Department of Human Resources and Social Security.
