Hainan Provincial Health Commission Functional Information

Main Duties and Responsibilities

(a) formulating and organizing the implementation of the province's health development planning and policy measures, drafting relevant draft laws and regulations, and studying and proposing opinions and recommendations to promote the province's health reform; coordinating the planning of the province's health resource allocation, guiding the preparation and implementation of regional health planning, and promoting basic medical services and basic public health services; formulating and organizing the implementation of policies and measures to promote the province's health basic public services, such as the equalization of universal benefits and the extension of public resources to the grassroots. Formulate and organize the implementation of policies and measures to promote the province's health and health basic public services such as equalization, universality, convenience and extension of public resources to the grassroots level.

(D) deepen the opening up of the medical field to the outside world, promote the cooperation of international and domestic medical resources, the introduction of high-quality medical resources and excellent health professionals and technicians, strengthen cooperation with Taiwan in the field of medical care, and strengthen the integrated development of the military in the field of medical services.

(e) To formulate and organize the implementation of the province's disease prevention and control planning, immunization planning and intervention measures for public health problems that seriously endanger people's health; to be responsible for health emergency response, and to organize and guide the prevention and control of public health emergencies and medical and health care rescue for various types of public emergencies.

(F) Organize the formulation and coordination of the implementation of policies and measures to cope with the aging of the population, and be responsible for promoting the construction of the province's elderly health service system and the integration of medical care.

(VII) organizes the implementation of the national drug policy and the national basic drug system, carries out monitoring of drug use, comprehensive clinical evaluation and early warning of drug shortages, and implements the national basic drug pricing policy; organizes and carries out risk monitoring of food safety, and formulates and publishes local standards for food safety in accordance with the law.

(H) is responsible for the supervision and management of occupational health, radiation hygiene, environmental health, school health, public health, drinking water hygiene and other public health within the scope of responsibilities, responsible for the prevention and control of infectious diseases and supervision, improve the province's comprehensive health supervision system; lead the province's tobacco control work.

(j) To be responsible for the management and service of family planning in the province, to carry out population monitoring and early warning, to study and put forward policy recommendations related to population and family development, and to improve family planning policies; to guide the operational work of the Provincial Family Planning Association.

(XI) guides the health work of cities and counties, guides the construction of primary health care, maternal and child health service system and general practitioner team; organizes and implements scientific research projects related to health management, and promotes the development of health science and technology innovation.

(XII) organization and implementation of the province's inheritance and development of traditional Chinese medicine.

The Provincial Development and Reform Commission is responsible for organizing the monitoring and assessment of population changes and their impact on trends, establishing a system of population forecasting and prediction, carrying out assessments of the impact of major decisions on the population, improving the consultative mechanism for major population policies, studying and proposing strategies for population development, formulating population development plans and population policies, studying and proposing policies for the coordinated sustainable development of the population in conjunction with the economy, society, resources and the environment and for the comprehensive promotion of the long-term balanced development of the population.
