Hainan Provincial Development and Reform Commission Functional Information
Hainan Provincial Development and Reform Commission (hereinafter referred to as the Provincial Development and Reform Commission) is a constituent department of the provincial government at the departmental level. The Provincial Development and Reform Commission implements the guidelines and policies of the Party Central Committee on development and reform work, as well as China (Hainan) Pilot Free Trade Zone and Free Trade Port with Chinese characteristics policies and measures, implements the work requirements of the provincial party committee, and adheres to and strengthens the Party's centralized and unified leadership of the work of development and reform in the process of fulfilling its duties. The main responsibilities are:
(a) To formulate and organize the implementation of the province's national economic and social development strategies, medium- and long-term planning and annual plans. Participate in the formulation of China (Hainan) Pilot Free Trade Zone and the construction of free trade port with Chinese characteristics development policies and measures. Responsible for the integration of provincial special planning, regional planning, spatial planning and the province's development planning. Drafting draft local laws and regulations related to national economic and social development, economic system reform and opening up.
(ii) To put forward the province's overall objectives, major tasks and relevant policies for accelerating the construction of a modernized economic system and promoting high-quality development. Organize and carry out the implementation of the CPC Central Committee, the State Council and the provincial government to assess and supervise major strategic planning, major reforms, major policies, major projects, etc., and put forward relevant adjustment proposals.
(c) Coordinating the main objectives of the province's national economic and social development, monitoring and early warning of macroeconomic and social development trends, and proposing macro-control policies. Comprehensively coordinate macroeconomic policies and lead research on macroeconomic response measures. It regulates the economic operation of the province and coordinates the solution of major problems related to economic operation. Participate in the formulation of strategies and plans for promoting the coordinated development of economic construction and national defense construction, and coordinate related major issues. Participate in the formulation of fiscal policy, financial policy and land policy.
(D) guide the promotion and comprehensive coordination of the province's economic system reform related work. Propose China (Hainan) Pilot Free Trade Zone and Free Trade Port with Chinese characteristics of economic and social development and economic system reform proposals. Organize and promote supply-side structural reform. Coordinate and promote the reform of property rights system and market-oriented allocation of factors. Promote the improvement of the construction of modern market system, in conjunction with relevant departments to organize the implementation of market access negative list system.
(e) Propose strategies, plans, targets and policies for total balance and structural optimization of the province's utilization of foreign capital and outbound investment. It will take the lead in implementing major decisions on participation in the construction of the national “Belt and Road”. Organize the implementation of the Negative List for Foreign Investment Access in conjunction with relevant departments. Responsible for the total control, structural optimization and monitoring of the province's full-caliber foreign debt.
(vi) Responsible for the comprehensive management of investment in the province, and the formulation of the total scale of investment in fixed assets of the whole society, structural control objectives and policies. In conjunction with the relevant departments to formulate the government investment project approval authority and government approved, filed fixed asset investment project catalog. Arranging the provincial financial construction funds and governmental construction fund investment, approving, approving, filing and reviewing projects in accordance with the prescribed authority. Planning major construction projects and productivity layout. Coordinate and manage the construction of key projects in the province. Formulate and promote the implementation of policies and measures to encourage private investment.
(vii) Promote the implementation of the province's regional coordinated development strategy, new urbanization development strategy and major policies, and organize the formulation of relevant regional planning and policies. To formulate and organize the implementation of development plans and policies for the old, young, poor and other special difficult areas, and organize the implementation of poverty alleviation and relocation. Lead the province's Pan-Pearl River Delta regional cooperation, docking Guangdong, Hong Kong and Macao Bay Area construction cooperation.
(viii) Organize and formulate comprehensive industrial policies for the province. Coordinate major issues in the development of primary, secondary and tertiary industries and integrate relevant development plans and major policies. Organize the formulation and promote the implementation of strategic planning and major policies for the service industry and modern logistics industry. Comprehensively study and judge consumption trends, and formulate and implement comprehensive policies and measures to promote consumption. Coordinate the construction and development of key industrial parks across the province.
(ix) Promote the implementation of innovation-driven development strategy. To formulate, in conjunction with relevant departments, plans and policies to promote innovation and entrepreneurship, and put forward policies on innovation development and cultivation of new energies for economic development. In conjunction with relevant departments, plan the layout of the province's major scientific and technological infrastructure. It organizes the formulation and promotes the implementation of planning and policies for the development of high-tech industries and strategic emerging industries, and coordinates industrial upgrading and the promotion and application of major technological equipment and other major issues.

(k) Responsible for the province's social development and national economic development policy convergence, coordination of related major issues. Coordinate and promote the construction of basic public service system and income distribution system reform, put forward policy recommendations to promote employment, improve social security and economic development in a coordinated manner.
(xii) Promoting the implementation of sustainable development strategies. It promotes the work of ecological civilization construction, and coordinates the work of ecological environmental protection and restoration, energy and resource conservation and comprehensive utilization.
