Haikou Municipal Emergency Management Bureau Functional Information
Haikou City Emergency Management Bureau carries out the implementation of the guidelines and policies of the Party Central Committee on emergency work and related laws and regulations, the implementation of the provincial party committee, the municipal party committee decision-making and deployment as well as China (Hainan) Pilot Free Trade Zone, the construction of free trade port with Chinese characteristics of the policies and measures, and in the performance of its duties to adhere to and strengthen the centralized and unified leadership of the Party on emergency management work.
The main responsibilities are:
(a) to formulate and organize the implementation of the city's emergency management, production safety and comprehensive disaster prevention and mitigation policies and measures, rules and regulations and development planning, study and put forward the city to promote the China (Hainan) Pilot Free Trade Zone, the construction of a free trade port with Chinese characteristics related to emergency management, production safety and comprehensive disaster prevention and mitigation of opinions and recommendations.
(B) guide the construction of the city's emergency response plan system, establish and improve the accident and disaster and natural disaster response system, organize the preparation of the city's overall emergency response plan and the production safety category, natural disaster category of special plans, guide the development of joint emergency response plan and emergency response plan of relevant departments of the municipal government, comprehensive coordination of emergency response plan convergence, organize and carry out the plan exercise, and to promote the construction of emergency evacuation facilities.

(G) is responsible for the city's fire prevention work, guide fire supervision, fire prevention, fire fighting and other work.
