Haikou Municipal Transportation and Port and Maritime Administration Functional Information
(a) Implementing the guidelines, policies, laws, regulations and rules of the Party, the State and the province on transportation, port and navigation and rural roads; responsible for drafting local laws and regulations on transportation, port and navigation and rural roads in the city, and formulating and organizing the implementation of relevant development plans and annual plans in the city according to the law.
(b) Responsible for the planning and coordination of the comprehensive transport system; prepare the comprehensive transport system plan in conjunction with relevant departments; formulate and organize the implementation of special plans for transportation, port and navigation, rural road network planning and medium- and long-term planning of the industry; guide and supervise the construction and management of transportation hubs.

(d) Responsible for the management of ports, waterways and shorelines; responsible for the construction, maintenance and management of port public infrastructure; guiding and supervising the construction of ports, the order of production and operation, environmental protection and security of port facilities.
(E) is responsible for the management of urban public transportation, taxi passenger transportation, rail transportation and dangerous goods transportation; guidance and supervision of road transportation, waterway transportation, motor vehicle maintenance and operation, motor vehicle technical inspection, motor vehicle driver training and other work.
