The Haikou Municipal Bureau of Justice implements the guidelines and policies of the Central Committee of the Party on the work of the rule of law in an all-round manner and relevant laws and regulations, implements the decision-making and deployment of the provincial party committee and the municipal party committee as well as the policies and measures for the construction of the China (Hainan) Pilot Free Trade Zone and the Free Trade Port of Chinese Characteristics, and adheres to and strengthens the Party's centralized and unified leadership of the work of the rule of law in an all-round manner in the performance of its duties. The main duties are:
(a) to study, formulate and organize the implementation of the city's comprehensive rule of law work policies and regulations, rules and regulations and development strategies, study and promote judicial reform, study and put forward China (Hainan) Pilot Free Trade Zone, Free Trade Port with Chinese characteristics of the construction of the city's comprehensive rule of law work related to the opinions and recommendations.

Undertake administrative reconsideration cases applied to the municipal government; undertake cases with the municipal government as a party and cases with the municipal government departments as a party in accordance with the relevant provisions; guide and supervise the city's administrative reconsideration and administrative appeal work.
(vii) To assume responsibility for the overall planning of the construction of a society based on the rule of law. (xi) Responsible for the organization and implementation of the city's national unified legal professional qualification examination.
(xii) Responsible for the management of firearms, ammunition, clothing and police vehicles of the system, and guiding and supervising the system's financial, equipment, facilities, premises and other security work.
(xiii) Responsible for planning, coordinating and guiding the work related to the construction of the system's rule of law talent team. Guiding and supervising the construction of the system's team.
