Haikou Municipal Education Bureau Functional Information
Haikou City Education Bureau's main responsibilities :
(1) To implement the guidelines and policies, laws, regulations and rules of the Party, the State and the province relating to education and language and writing work; to be responsible for drafting relevant local laws, regulations and normative documents, and to formulate and organize the implementation of medium- and long-term development plans and annual plans for education and language and writing work in the city according to law.
(b) Organizing planning and coordinating the management of educational resources at all levels and in all categories in the city; guiding and supervising the setting up of schools at all levels and in all categories in the city; guiding the reform of education and teaching in schools at all levels and in all categories; and being responsible for the statistics and dissemination of information on education management.
(3) Responsible for promoting the balanced development of compulsory education and promoting educational equity; responsible for organizing the tilting of public educational resources to rural and weak areas; responsible for the city's compulsory education, general high school education, pre-school education, special education and private education, and the overall implementation of quality education.
(d) Responsible for educational supervision and educational evaluation in the city; supervising, inspecting, evaluating and guiding the educational work of district governments, the performance of duties by district educational administrative departments and the operation of educational institutions; supervising, inspecting and evaluating the acceptance of the work of eradicating illiteracy among young and middle-aged adults; and monitoring the level of development and quality of basic education in the city.
(e) Responsible for promoting the development and reform of employment-oriented vocational education, coordinating the development planning of vocational education; guiding the work of cultural and technical education for rural areas and farmers.
(vi) Responsible for the management of special education funds and municipal education funds as well as education assistance and education loans from abroad to the city; participates in the formulation of policies and regulations on the financing of education, education appropriations, investment in education infrastructures, and education fees and charges; supervises the implementation and use of education financial allocations and funds for education in all districts, as well as the financing and use of other education funds.
(g) Responsible for guiding schools at all levels and in all categories to carry out ideological and political work, moral education, physical education, health and art education and national defense education.
(viii) Responsible for scientific research planning in the education system, coordinating and guiding schools to carry out teaching and research work; responsible for finalizing local teaching materials and teaching aids; responsible for enrollment planning, entrance examinations and school registration management.
(IX) is responsible for the management of teachers; organizes and implements the training of school principals and teachers at all levels and in all types of schools in the city; coordinates and plans the construction of a team of teachers and administrators in schools in accordance with the law; is responsible for the management of the city's language and writing system; is responsible for guiding the promotion of Putonghua; and assists in the promotion of the Chinese language.
(j) Undertake international exchanges and cooperation in education.
(xi) It is responsible for supervising and inspecting the implementation of the Party's and State's guidelines, policies, laws, regulations and rules by the affiliated institutions, and supervising their non-operating state-owned assets in cooperation with the relevant departments.
(xii) Guiding the education and language and writing work of the districts.
(xiii) Undertaking other work assigned by the municipal government and higher authorities.
