Haikou Municipal Bureau of Commerce Functional Information
(a) It is responsible for formulating and organizing the implementation of policies, regulations and development plans of the city in respect of domestic and foreign trade, international economic cooperation, utilization of foreign capital, investment promotion, headquarters economic management, port work and development of the convention and exhibition industry, etc., and for studying and proposing the opinions and suggestions of the city in respect of business in promoting the construction of the Pilot Free Trade Zone of China (Hainan) and the Free Trade Harbor of Chinese Characteristics.
(ii) Responsible for studying and promoting the reform of internal and external trade and foreign investment.
(iii) Responsible for promoting the restructuring of the city's circulation industry, responsible for the management of the business and trade services industry, and promoting the standardization of circulation and the development of modern circulation methods. Responsible for the development of e-commerce in the city.
(D) is responsible for the organization and implementation of the city's anti-dumping, countervailing, safeguard measures and other work related to import and export fair trade.

1. The division of responsibilities between the Municipal Bureau of Commerce and the Municipal Market Supervision Administration regarding the management of drug circulation. The Municipal Bureau of Commerce is responsible for the formulation of the city's drug circulation development planning and policies; the Municipal Market Supervision Administration is responsible for the supervision and management of drug circulation, in the supervision and management of drugs, with the implementation of drug circulation development planning and policies.
2. The division of responsibilities between the Municipal Bureau of Commerce and the Municipal Bureau of Tourism, Culture, Radio, Television and Sports in relation to convention and exhibition management. 3. The division of responsibilities between the Municipal Bureau of Commerce and relevant departments of the municipal government regarding investment promotion. Municipal Bureau of Commerce is responsible for researching, formulating and organizing the implementation of the city's investment policies, rules and regulations and development planning, statistics, assessment and analysis of the city's investment, leading the planning, organization and coordination of the city's major investment activities. All relevant departments of the city conduct industrial investment according to their business functions.
