Hechi Municipal Natural Resources Bureau Functional Information

(a) To fulfil the responsibilities of owners of natural resource assets such as land, minerals, forests, grasslands, wetlands and water owned by all people in the city, as well as the responsibilities of controlling the use of all land space. It carries out the implementation of national laws and regulations on natural resources management and land space planning and mapping management, organises the formulation of relevant normative documents, formulates and implements relevant policies and supervises and inspects their implementation.

(ii) Responsible for the city's natural resources survey, monitoring and evaluation. It implements the indicator system and statistical standards for natural resources survey, monitoring and evaluation of the state and autonomous regions, and establishes a unified and standardised natural resources survey, monitoring and evaluation system for the city. Organisation and implementation of the city's natural resources basic survey, special surveys and monitoring. Responsible for the supervision and management of the city's natural resources survey, monitoring and evaluation results and information release. Guide the counties (districts) natural resources survey monitoring and evaluation work.

(C) is responsible for the city's natural resources unified rights registration work. Carrying out the implementation of various types of natural resources and real estate unified rights registration, cadastral survey, real estate mapping, dispute resolution, results of the application of the system, standards, norms. Establishing and improving the city's basic information management platform for natural resources and real estate registration. Responsible for the collection, collation, sharing and remittance management of natural resources and real estate registration information in the city. Responsible for confirming and registering the ownership of land, houses and other buildings and structures within the city's urban planning area at the municipal level. Guidance and supervision of counties (districts) to carry out arable land, forest land, grassland, waters, mudflats, as well as barren mountains, barren ditches, barren hills, barren beaches and other natural resources and real estate registration work.

(d) Responsible for the paid use of natural resource assets. It shall establish a statistical system for all natural resource assets in the city, and shall be responsible for accounting for all natural resource assets. It shall prepare a balance sheet of all natural resources assets and formulate assessment standards. It shall formulate and organise the implementation of policies on the allocation, transfer, leasing, capital contribution and land reserve of all natural resources assets in the city, and reasonably allocate all natural resources assets in the city. It is responsible for the management of the city's natural resource asset value assessment, and the collection of related asset revenues in accordance with the law.

(E) responsible for the rational development and utilisation of the city's natural resources. Implement the natural resources development strategy and planning put forward by the state. Organise the implementation of standards for the development and utilisation of natural resources. It shall establish a natural resources price system for public announcement by the government, and organise and carry out price assessment for natural resources classification and grading; carry out evaluation and assessment of natural resources utilisation, and provide guidance on conservation and intensive utilisation; and be responsible for the supervision of natural resources market. Organise the implementation of natural resources management involving macro-control, regional coordination and urban-rural integration of policy measures.

(vi) Responsible for establishing the city's spatial planning system and supervising its implementation. It promotes the strategy and system of main functional zones, and organises the preparation and supervises the implementation of territorial spatial planning and related special planning. It will carry out evaluation of the suitability of territorial spatial development, and establish monitoring, assessment and early warning systems for the implementation of territorial spatial planning. It organises the drawing of control lines such as the red line for ecological protection, permanent basic farmland and urban development boundaries, and builds a spatial layout for production, living and ecology that saves resources and protects the environment. It establishes and improves the system of spatial use control of the national territory, studies and formulates policies on urban and rural planning, and supervises their implementation. It organises the formulation and implementation of annual use plans for land and other natural resources. It is responsible for the diversion of land and other land space use. Responsible for the management of land requisition and expropriation.

(g) To be responsible for the preparation and implementation of municipal township system planning, county township system planning, township township system planning, city master planning, township master planning, township master planning and village planning, to be responsible for the supervision and management of the siting of construction projects and construction land use planning, and to issue opinions on the siting of construction projects, and to issue conditions of land parcels (i.e., to specify the location of the land parcels, the nature of their use, the scope of their land use, and the floor area ratio), as well as the issuance of construction land use planning permits, and the issuance of land use planning permits for rural villages. (j) To issue land use planning licences and rural construction planning licences.

(viii) Responsible for co-ordinating the ecological restoration of the city's land space. It takes the lead in organising the preparation of ecological restoration planning for the land space and the implementation of major projects related to ecological restoration. It is responsible for the comprehensive improvement of land space, land preparation and reclamation, and the restoration and management of mining geological environment. It takes the lead in establishing and implementing an ecological protection compensation system, formulating policies and measures for the rational use of social funds for ecological restoration, and organising and guiding the implementation of major engineering projects. Organise the protection of mining relics.

(ix) Responsible for organising the implementation of the strictest arable land protection system. Implement arable land protection policies, responsible for arable land quantity, quality and ecological protection. Organise and implement the assessment of the responsibility target of arable land protection and special protection of permanent basic farmland. Implement the system of balancing the occupation and compensation of arable land, and supervise the implementation of the compensation system for the occupation of arable land.

(j) Responsible for the management of the city's geological survey industry and geological work. Preparing geological survey planning and supervising and checking the implementation. Managing geological survey projects at the municipal level. Cooperate with the autonomous region to carry out major geological and mineral exploration special work. Responsible for geological disaster prevention and management. Supervise and manage geological problems such as over-exploitation of groundwater and ground subsidence caused by it. Responsible for the supervision and management of palaeontological fossils and stalactites.
