Hechi Municipal Medical Protection Bureau Functional Information
(a) Implementing and enforcing the laws and regulations, guidelines, policies and standards of the central government and autonomous regions relating to medical security and medicine prices, organising the formulation of relevant normative documents, formulating the city's medical security development plans, policies and standards, and organising their implementation, supervision and inspection.
(b) Organise the formulation and implementation of the supervision and management of the city's medical insurance fund, and establish and improve the risk prevention and control mechanism of the medical insurance fund.
(iii) Organise and formulate policies on the financing and treatment of the city's medical insurance, improve the mechanism of dynamic adjustment and regional transfer and balance, co-ordinate the standards of urban and rural medical insurance treatment, and establish and improve the adjustment mechanism of the treatment in line with the level of financing. It carries out medical assistance work, and organises the formulation and implementation of reform programmes for the long-term care insurance system.
(d) Organize the formulation of the city's medical insurance catalogue and payment standards for medicines, medical consumables, medical service items, medical service facilities, etc., establish a dynamic adjustment mechanism, formulate rules for negotiating access to the medical insurance catalogue and organize its implementation.
(e) To organise the formulation of policies on the prices of medicines, medical consumables, medical service items and prices, and charges for medical service facilities in the city, establish a mechanism for the reasonable determination and dynamic adjustment of the prices of medical services paid for by the medical insurance, promote the establishment of a market-led mechanism for the formation of the prices of medical services in the society, and set up a system for price monitoring and information dissemination as well as organise its implementation.
(f) To formulate the city's bidding and purchasing policies for drugs and medical consumables and supervise their implementation, and to guide the construction of bidding and purchasing platforms for drugs and medical consumables.
(vii) To formulate and organise the implementation of agreement management methods for designated medical institutions in the city. Promoting the reform of the payment system of the medical insurance fund, formulating payment management methods and organising their implementation. Establishing and improving the service evaluation and assessment system and information release system for designated medical institutions. Supervision and management of medical services included in the scope of medical insurance and medical costs, investigate and deal with violations of the law in the field of medical insurance according to law.
(viii) Responsible for the city's medical insurance management, public service system and information construction. It organises the formulation and improvement of policies on the management of medical treatment in other places and the settlement of expenses. It establishes and improves the system of transfer and succession of medical insurance relations, and carries out cooperation and exchange in the field of medical insurance.
(ix) Completing other tasks assigned by the municipal party committee and the municipal people's government.
(j) Functional transformation. The Municipal Bureau of Medical Security shall improve the unified basic medical insurance system for urban and rural residents and the medical insurance system for major diseases, establish and improve a multi-level medical security system covering the whole population and integrating urban and rural areas, continuously improve the level of medical security, ensure that the medical security funds are reasonably used, safe and controllable, and promote the reform of medical care, medical insurance and medicine, so as to better protect the people's medical needs and better protect the people's medical needs. (k) Division of responsibilities with the Municipal Health Commission.
