Hechi Municipal Science and Technology Bureau Functional Information
(a) Organise the implementation of national and regional policies and regulations on the development of science and technology innovation; formulate the city's innovation-driven development strategy, as well as scientific and technological development, the introduction of foreign intelligence planning and policy and organise its implementation.
(b) Coordinate and promote the construction of the city's innovation system and reform of the science and technology system, and improve the incentive mechanism for technological innovation in conjunction with relevant departments. Optimise the construction of scientific research system, guide the reform and development of scientific research institutions, promote the construction of scientific and technological innovation capacity of enterprises, undertake to promote the development of scientific and technological civil-military integration of the relevant work, and promote the city's major scientific and technological decision-making and consulting system.
(c) Lead the establishment of a unified science and technology management platform at the municipal level and a mechanism for coordinating, evaluating and supervising scientific research projects and funds. In conjunction with relevant departments, propose policies and measures to optimise the allocation of scientific and technological resources, promote the construction of a diversified scientific and technological investment system, coordinate the management of scientific and technological programmes (special projects, funds, etc.) at the municipal level, and carry out supervision.
(d) To formulate basic research planning, policies and standards at the municipal level and organise their implementation, and to organise and coordinate major basic research and applied basic research at the municipal level. It also formulates plans for the construction of major scientific and technological innovation bases and supervises their implementation, participates in the preparation of plans for the construction of major scientific and technological infrastructures and supervises their implementation, and promotes the construction of security conditions for scientific research and the open sharing of scientific and technological resources.
(e) To prepare the planning and supervise the implementation of major scientific and technological projects in the city, coordinate the research and development and innovation of key technologies, frontier leading technologies, modern engineering technologies and subversive technologies, and take the lead in organising major technological research and demonstration of application of achievements.
(vi) To organise and formulate plans, policies and measures for the development and industrialisation of high and new technologies, as well as for the promotion of science and technology in agriculture, rural areas and social development. It organises the analysis of technological development needs in key areas, proposes major tasks and supervises their implementation.
(vii) Leading the construction of the city's technology transfer system, formulating policies and measures related to the transfer and transformation of scientific and technological achievements and the promotion of the integration of industry, academia and research, and supervising their implementation. Guide the development of science and technology services, technology market and technology intermediary organisations.
(H) co-ordinate the construction of regional science and technology innovation system, guide the development of regional innovation, rational distribution of scientific and technological resources and collaborative innovation capacity building, and promote the construction of science and technology parks.
(ix) Responsible for the construction of science and technology supervision and evaluation system and related science and technology assessment management, guiding the reform of science and technology evaluation mechanism, and coordinating the construction of scientific research integrity. It organises and implements the innovation survey and science and technology reporting system in Hechi, and guides the city's scientific and technological confidentiality work.
(X) formulate policies and measures for foreign exchange of science and technology and open cooperation of innovation capacity, and organise domestic and foreign scientific and technological cooperation and exchange of scientific and technological talents. Guide the relevant departments and counties (districts) foreign scientific and technological cooperation and exchange of scientific and technological personnel.
(K) is responsible for the introduction of domestic and foreign intellectual work. (XIV) Functional transformation.
