Main responsibilities:
(a) To fulfil the duties of owners of natural resource assets such as land, minerals, forests, grasslands, wetlands and water owned by all the people in the city and the duties of use control of all land space. It implements and enforces national laws and regulations on natural resources and territorial spatial planning and mapping management, studies and drafts relevant local laws and regulations and government regulations within the scope of the city's legislative authority, formulates relevant policies and supervises and inspects the implementation thereof.
(ii) Responsible for the city's natural resources survey, monitoring and evaluation. Implementing the indicator system and statistical standards of the national natural resources survey, monitoring and evaluation, and establishing a unified and standardised natural resources survey, monitoring and evaluation system for the city. To organise and implement the city's natural resources basic survey, special survey and monitoring. It is responsible for the supervision and management of the results of the city's natural resources survey, monitoring and evaluation, and the release of information. (3) Responsible for the unified rights registration of natural resources in the city. (d) Responsible for the paid use of natural resource assets. It shall establish a statistical system for all natural resource assets in the city, and be responsible for accounting for all natural resource assets. It shall formulate policies on the allocation, transfer, leasing, capitalisation and land storage of all natural resource assets in the city, and reasonably allocate all natural resource assets. It is responsible for managing the valuation of the city's natural resource assets and collecting the relevant asset revenues in accordance with the law.
(e) To be responsible for the rational development and utilisation of the city's natural resources. It shall organise the implementation of natural resources development strategies and plans proposed by the State. It shall formulate standards for the development and utilisation of natural resources in Hezhou and organise their implementation. It establishes the price system for natural resources announced by the government, and organises and carries out the price assessment of natural resources classification and grading. It carries out evaluation and assessment of the use of natural resources, and guides the saving and intensive use of natural resources. (xi) Responsible for co-ordinating the ecological restoration of the city's land space. It is responsible for the comprehensive improvement of national land space, land consolidation, development and reclamation, and the restoration and governance of the geological environment of mines. Take the lead in establishing and implementing an ecological protection compensation system, formulating policies and measures for the rational use of social funds for ecological restoration, and organising and guiding the implementation of major engineering projects. (xii) Responsible for organising and implementing the strictest arable land protection system. It carries out policies for the protection of arable land, and is responsible for the protection of the quantity, quality and ecology of arable land. (xiii) Responsible for the management of the city's geological survey industry and geological work. It prepares geological survey planning and supervises and inspects its implementation. It manages geological survey projects at the municipal level. Organise and implement major geological and mineral exploration special projects in Hezhou. It is responsible for the prevention and management of geological disasters. Supervise and manage geological problems such as excessive exploitation of groundwater and ground subsidence. Responsible for the supervision and management of palaeontological fossils and stalactites. Responsible for implementing the requirements of the city's comprehensive disaster prevention and mitigation planning, organising the preparation of geological disaster prevention and control plans and protection standards, and guiding their implementation. Organise, guide, coordinate and supervise the investigation and evaluation of geological hazards and the general, detailed and exhaustive investigation of potential hazards. It guides the development of group survey and prevention, professional testing, forecasting and early warning, etc., and guides the development of engineering management of geological disasters.
