Baise Municipal Ecological Environment Bureau Functional Information
Article 1 These provisions are formulated in accordance with the spirit of the Baise City Institutional Reform Programme and the implementation opinions of the Baise City Institutional Reform.
Article 2 Baise Municipal Bureau of Ecology and Environment is a working department of the municipal people's government, at the departmental level.
Article 3 The Municipal Bureau of Ecology and Environment implements the guidelines, policies and decision-making arrangements of the central government, autonomous regions and municipal party committees on ecological environmental protection, and adheres to and strengthens the Party's centralised and unified leadership of ecological environmental protection in the course of fulfilling its duties. The main responsibilities are:
(a) implement the national ecological environmental protection laws and regulations and guidelines, policies, drafting relevant ecological environment local laws and regulations, draft regulations and normative documents. In conjunction with relevant departments, to draw up ecological environmental policies and plans and organise their implementation. Organise and supervise the implementation of local ecological and environmental standards and technical norms. In conjunction with relevant departments to prepare and supervise the implementation of key areas, watersheds and drinking water sources of ecological environment planning and water function zoning.
(ii) Responsible for the coordination, supervision and management of major ecological and environmental issues in the city. Take the lead in coordinating the investigation and handling of environmental pollution accidents and ecological damage, guide and coordinate the county (city, district) government's emergency response to ecological and environmental emergencies, early warning work, take the lead in guiding the implementation of the ecological and environmental damages compensation system, coordinating the settlement of disputes related to cross-regional environmental pollution, co-ordinate the coordination of the city's key regions and watersheds of ecological and environmental protection work.
(C) is responsible for supervising and managing the implementation of the city's emission reduction targets. Organise the development of various types of pollutant emission control and discharge permit system and supervise the implementation, supervision and inspection of pollutant emission reduction tasks around the completion of the implementation of ecological environmental protection target responsibility system.
(D) is responsible for proposing the scale and direction of the city's investment in fixed assets in the field of ecological environment and the arrangement of financial funds, and cooperating with the relevant departments to do a good job in the organisation, implementation and supervision. Participate in guiding the promotion of circular economy and ecological environmental protection industry development.
(E) is responsible for the supervision and management of the city's environmental pollution prevention and control. Formulate and organise the implementation of pollution prevention and control management system for air, water, soil, noise, light, malodour, solid waste, chemicals and motor vehicles. In conjunction with relevant departments, supervise and manage the ecological environmental protection of drinking water sources, supervise and guide the comprehensive improvement of urban and rural ecological environment, supervise and guide the management of agricultural surface pollution. Supervision and guidance of regional atmospheric environmental protection, organisation and implementation of regional air pollution prevention and control coordination mechanism.
(F) guide the coordination and supervision of the city's ecological protection and restoration work. Organise the preparation of ecological protection planning, organise the assessment of ecological conditions, supervise the development and utilisation activities of natural resources that have an impact on the ecological environment, the construction of important ecological environments and the restoration of ecological damage. Guiding, coordinating and supervising the ecological environmental protection of all kinds of nature reserves (including nature reserves, scenic spots and forest parks). Coordinate and supervise the protection of wild animals and plants, ecological environmental protection of wetlands, and desertification prevention and control. It guides the coordination and supervision of rural ecological environmental protection, guides the creation of ecological demonstrations, supervises the environmental safety of biotechnology, takes the lead in the work of biological species (including genetic resources), organises and coordinates the work of biodiversity protection, and participates in the work of ecological protection compensation.
(vii) Responsible for the supervision and management of nuclear and radiation safety in the city. Formulate relevant policies and plans, supervise and manage the safety of nuclear facilities and radioactive sources, supervise and manage the pollution prevention and control in the development and utilisation of nuclear facilities, nuclear technology applications, electromagnetic radiation and associated radioactive mineral resources. Participate in the emergency response to nuclear accidents, is responsible for emergency response to radiation-related environmental accidents, and participates in the prevention and disposal of nuclear and radiation-related terrorist incidents.
(H) is responsible for the supervision and management of the city's ecological environment access. Environmental protection opinions on major economic and technological policies, development planning and major economic development programmes. Approval or review of major development and construction areas, planning, project environmental impact assessment documents as required. Formulate and organise the implementation of the ecological and environmental access list. Responsible for ecological and environmental administrative approval related work.
(ix) Responsible for ecological environment monitoring work. Organise and implement law enforcement monitoring, pollution source monitoring, emergency monitoring. Organise the construction and management of the city's ecological environment information network. Unified release of the city's ecological environment comprehensive report and major ecological environment information. Cooperate with the autonomous region to do a good job in monitoring the quality of ecological environment.
(J) responsible for addressing climate change. To formulate the city's response to climate change and greenhouse gas emission reduction planning and policies, organise the implementation of specific measures and actions related to climate change mitigation and adaptation, and guide the city's response to climate change.
(k) Responsible for the work related to ecological environmental protection inspection. Organisation guidance and coordination of county (city, district) governments and municipal departments to implement ecological environmental protection inspections related work.
(XII) unified responsibility for the city's ecological environment supervision and law enforcement. Organise and carry out the city's ecological environmental protection law enforcement and inspection activities. Investigate and deal with ecological and environmental offences. Guiding the city's ecological environmental protection comprehensive law enforcement team building and operational work.
(xiii) To organise, guide and coordinate the city's ecological and environmental protection publicity and education work. To formulate the city's ecological environmental protection publicity and education programmes and plans and organise their implementation, to carry out publicity and education work related to the construction of ecological civilisation and environmentally friendly society, and to promote the participation of social organisations and the public in ecological environmental protection. To carry out scientific and technological work on ecological environment, organise major scientific research and technical engineering demonstration on ecological environment, and promote the construction of ecological environment technology management system.
(xiv) To carry out foreign cooperation and exchanges on ecological environment. Study and put forward proposals on issues related to regional ecological and environmental cooperation, organise and coordinate the implementation of relevant international treaties on ecological and environmental protection in the city, and participate in the handling of relevant foreign ecological and environmental affairs.
