Baise Municipal Big Data Development Bureau Functional Information
The Baise City Big Data Development Bureau implements the guidelines, policies and decision-making arrangements of the Central Government, the Party Committee of the Autonomous Region and the Municipal Party Committee on the management of big data development, government services and public resource transactions, and adheres to and strengthens the centralised and unified leadership of the Party on the management of big data development, government services and public resource transactions in the course of performing its duties. The main responsibilities are:
(a) To be responsible for co-ordinating and promoting the development of informatisation and digitisation in the city. Responsible for co-ordinating the work of relevant institutions at the municipal level in the field of informatisation and digitisation related to project construction, information resources development, utilisation and sharing, government services and public resources supervision and management. It is responsible for the management, guidance, coordination and supervision of the city's big data development, digital Baise, government services, government affairs openness and public resources transactions.
(ii) Responsible for drafting normative documents in the areas of ‘release of administrative services’ related reforms, big data development, digital Baise, government services, government affairs openness, public resources transaction management, etc., and formulating relevant industry technical standards and norms, management methods and assessment and evaluation methods and organising their implementation.
(c) Responsible for organising the formulation and promoting the implementation of strategic planning for the development of big data and digital Baise, and for formulating and organising the implementation of special development plans and annual plans for the city's digital government, digital economy, digital society and digital facilities. Coordinate major issues in the work, and put forward opinions and recommendations to accelerate the development of big data and the construction of digital Baise.
(d) Responsible for formulating annual investment plans for financial funds (special funds) in the field of informatisation and digitisation at the municipal level and organising their implementation. It is responsible for reviewing the investment projects of financial funds in the field of informatisation and digitisation at the municipal level.
(E) is responsible for coordinating and promoting the construction of digital facilities, and cooperating in network security. Responsible for promoting the construction of e-government network and digital resource security system. Responsible for coordinating the construction of other infrastructures such as communication infrastructure. Responsible for coordinating and promoting the construction of public data sharing and opening platform in accordance with the deployment of autonomous regions and municipal government.
(vi) Responsible for co-ordinating the construction, management and application of the city's data resources, and the convergence and sharing of government data. Coordinate relevant departments to promote the convergence and sharing of social data in accordance with the deployment of the autonomous region, municipal party committee and municipal government, and co-ordinate the promotion of the opening and application of government data and social data.
(vii) Responsible for co-ordinating the construction of digital government. It is responsible for carrying out the construction of unified e-government cloud platform, public application platform and public support platform in accordance with the deployment of the autonomous region, and is responsible for the promotion, coordination, guidance, supervision and appraisal of the construction of digital government and government services, government openness and e-government; and is also responsible for the co-ordination and planning, supervision and appraisal, and comprehensive analysis of the city's government websites and government hotlines.
(viii) Responsible for coordinating the development of digital economy. Coordinate the promotion of the deep integration of big data and the three industries. Coordinate relevant departments to promote the innovative integration of big data, artificial intelligence, Internet of Things and other new-generation information technologies in the real economy. Responsible for analysing the operation of the city's digital economy.
(ix) Responsible for coordinating the construction of digital society. Coordinate the promotion of the Internet, big data, cloud computing, artificial intelligence and other new technologies and the deep integration of society and people's livelihood. Coordinate the promotion of big data application in the fields of digital city, digital countryside, digital credit, digital culture and digital public security. Coordinate and promote the market-oriented development of digital livelihood services.
(J) Responsible for coordinating and promoting the reform of the city's administrative approval system. It is responsible for coordinating and promoting the clean-up, standardisation and management of administrative licensing matters, regulating the conduct of administrative examination and approval, and promoting the convenience of examination and approval services. Responsible for reviewing and supervising the implementation of the cancellation of the devolved approval matters in the aftermath of the regulatory measures.
(XI) is responsible for the organisation, coordination and supervision of government service matters stationed in the municipal government service platform. It is responsible for the comprehensive coordination and supervision of the intermediary service behaviours involved in the implementation of administrative powers by departments at the municipal level. It is responsible for guiding and promoting the construction of the city's government service credit system. It is responsible for the management, assessment, rewards and punishments of the window units and their staff stationed in the municipal government service platform.
(xii) Guiding the supervision and management of public resource transactions in the city, formulating regulations and management systems and organising their implementation. It is responsible for the supervision of the competent authorities in the industry in fulfilling their responsibilities in public resources trading supervision. Responsible for the management of public resources trading activities at the municipal level, acting as the municipal public resources trading centre.
(xiii) Responsible for co-ordinating the construction of talent teams in the field of big data.
(XIV) Complete other tasks assigned by the municipal party committee and the municipal people's government.
(XV) Related division of responsibilities.
Division of responsibilities with relevant departments in the management and supervision of public resource transactions. The Municipal Bureau of Big Data Development carries out the duties of comprehensive supervision of the city's public resource trading activities, implements comprehensive supervision of public resource trading activities at the municipal level, as well as undertakes the supervision of the performance of the duties of industry administrative departments in the supervision of public resource trading. The municipal departments of development and reform, industry and information, finance, natural resources, housing and construction, transport, water conservancy, state-owned assets, and medical security, etc., shall, in accordance with the relevant laws and regulations, perform the duties of supervising the approval and filing of approval of public resource transactions, the transaction process, the implementation of fulfilment of obligations, administrative enforcement, and administrative penalties of their own industries and systems. Municipal discipline inspection and supervision departments fulfil their duties of monitoring public resource transactions and investigating and dealing with illegal, irregular and disciplinary cases.
