I. Main Duties
(a) To implement national laws, regulations, rules, policies and relevant provisions of Beijing Municipality on financial, fiscal and accounting management, and be responsible for formulating and organising the implementation of specific implementation measures in the district.
(b) In accordance with the relevant national laws, regulations, rules, policies and the relevant provisions of Beijing Municipality, prepare and organise the implementation of the medium and long-term financial development plan of the district in conjunction with the social development strategy of the district; participate in the major economic decision-making and policy formulation of the district, and study and put forward the recommendations on the regulation and control of economic operation and the comprehensive balancing of the financial resources of the district; execute the policies on the distribution of finances between the city and districts, and between the government and enterprises, and formulate and execute the distribution policies between the districts and streets. (c) Assume the responsibility for the management of all financial revenues and expenditures of the district; be responsible for the preparation of the annual draft financial budget and final account, and organise the implementation of the budget approved by the district people's congress; be entrusted by the district government to report to the district people's congress on the district's financial budget and its implementation, and report the final account to the standing committee of the district people's congress; organise the preparation of the standards and quotas of the financial expenditure; be responsible for the examination and approval of the annual departmental budget and final account; and organise the implementation of the annual financial tax revenue at the district level. (j) Responsible for the management of accounting work in the region; supervise and regulate accounting behaviour; responsible for the administrative licensing of agency bookkeeping qualifications of agency bookkeeping institutions in the region.

Guarantee the necessary funds for all departments and streets to exercise the function of production safety supervision, ensure the timely disbursement of special funds for production safety arranged by the district government, establish a mechanism for guaranteeing emergency funds for dealing with production safety accidents, strengthen the supervision and management of the use of special funds for production safety, and improve the efficiency of the use of funds.
