I. Main Duties
(a) To implement national laws, regulations, rules, policies and relevant provisions of Beijing Municipality on financial, fiscal and accounting management, and be responsible for formulating and organising the implementation of specific implementation measures in the district.
(b) In accordance with the relevant national laws, regulations, rules, policies and the relevant provisions of Beijing Municipality, prepare and organise the implementation of the medium and long-term financial development plan of the district in conjunction with the social development strategy of the district; participate in the major economic decision-making and policy formulation of the district, and study and put forward the recommendations on the regulation and control of economic operation and the comprehensive balancing of the financial resources of the district; execute the policies on the distribution of finances between the city and districts, and between the government and enterprises, and formulate and execute the distribution policies between the districts and streets. (c) Assume the responsibility for the management of all financial revenues and expenditures of the district; be responsible for the preparation of the annual draft financial budget and final account, and organise the implementation of the budget approved by the district people's congress; be entrusted by the district government to report to the district people's congress on the district's financial budget and its implementation, and report the final account to the standing committee of the district people's congress; organise the preparation of the standards and quotas of the financial expenditure; be responsible for the examination and approval of the annual departmental budget and final account; and organise the implementation of the annual financial tax revenue at the district level. (d) To be responsible for the supervision and management of non-tax revenues of the government of the district; to be responsible for the management of administrative fees in accordance with the regulations; to be responsible for the management of financial bills; to be responsible for the management of lottery funds.
(e) Being responsible for organising the formulation of the financial treasury management system and the centralised treasury collection and payment system of the district and organising their implementation; being responsible for the allocation and scheduling of the financial funds of the district; being responsible for the management of the bank accounts of the administrative institutions of the district.
(F) is responsible for undertaking and supervising the financial and economic development expenditure of the district, the financial allocation of governmental investment projects; participate in the study and formulation of financial investment and financing policies; responsible for the financial management of investment capital projects; implementation of the supervision of the use of financial investment project funds; responsible for the relevant policy subsidies and special reserve fund financial management; undertake financial investment appraisal work.
(vii) responsible for the management of non-trade foreign exchange of administrative agencies, institutions and social groups within the financial budget; responsible for the financial supervision and management of loan projects of foreign governments and international financial organisations in the district; supervise the finances of financial enterprises in the district; analyse and study the status of government debt, formulate governmental debt management methods, and formulate governmental measures to prevent debt risks.
(viii) Implementing national government procurement policies and regulations; formulating measures for the implementation of government procurement in the district and organising its implementation; guiding and supervising the government procurement work in the district; being responsible for the allocation of cars to party and government organs and institutions with financial allocations.
(ix) Implementing national and Beijing social security policies and financial management system; managing social security expenditures of the district; supervising the use of social security funds.
(j) Responsible for the management of accounting work in the region; supervise and regulate accounting behaviour; responsible for the administrative licensing of agency bookkeeping qualifications of agency bookkeeping institutions in the region.
(XI) is responsible for the performance appraisal of the financial budget expenditure of the administrative institutions in the region, and studies the establishment of the performance appraisal system and evaluation system of the financial budget expenditure in the region; is responsible for the formulation of the system and methods of management of state-owned assets of the administrative institutions in the region; is responsible for the management of state-owned assets of the administrative institutions in the region.
(xii) Responsible for the work related to state-owned capital management budget, organising the collection of capital gains of state-owned enterprises in the district; formulating and organising the implementation of the enterprise financial system; participating in the formulation of the system related to the management of enterprise state-owned capital.
(xiii) supervise the implementation of financial and taxation policies, laws, rules and regulations; check and reflect the problems in the management of financial revenue and expenditure of the district, and put forward policy recommendations to strengthen the financial management of the district.
(xiv) Undertake other matters assigned by the district government and higher business guidance departments.
Second, production safety duties
Guarantee the necessary funds for all departments and streets to exercise the function of production safety supervision, ensure the timely disbursement of special funds for production safety arranged by the district government, establish a mechanism for guaranteeing emergency funds for dealing with production safety accidents, strengthen the supervision and management of the use of special funds for production safety, and improve the efficiency of the use of funds.
