Beijing Xicheng District Municipal Civil Affairs Bureau Functional Information

The Beijing Xicheng District Civil Affairs Bureau (hereinafter referred to as the District Civil Affairs Bureau) is a working department of the district government. The District Civil Affairs Bureau is responsible for implementing the guidelines and policies of the Party Central Committee on civil affairs, decision-making and deployment, and the relevant work requirements of the Municipal Party Committee and the District Committee, and implementing the process of adhering to and strengthening the Party's centralised and unified leadership of civil affairs into the fulfilment of its duties.

Xicheng District Civil Affairs Bureau's main responsibilities are:

(a) To implement the national laws, regulations, rules and policies on civil affairs and the relevant provisions of Beijing Municipality, to formulate the medium and long-term development plans and policies for civil affairs in the district and to organise their implementation.

(ii) Coordinating the implementation of policies and measures to actively respond to the aging of the population and promote the development of the elderly. It formulates and implements policies and standards for the construction of elderly service systems and organises their implementation, and co-ordinates and promotes, supervises and guides, and manages and supervises the work of elderly services in the district.

(C) To undertake the registration, guidance and supervision of social organisations and social service organisations in the district in accordance with the law.

(D) Responsible for the supervision and management of social welfare organisations in the district. (e) To implement the policy of promoting the development of charitable undertakings and organise social donations. Implementing social welfare policies for the elderly, orphans and disabled persons and other special hardship groups in the district, and undertaking related rights and interests protection work.

(vi) Implementing policies and measures on child welfare, protection of orphaned children, child adoption and child rescue and protection in the district, and organising their implementation.

(g) Improve and perfect the district's social assistance system, responsible for the district's residents of the minimum subsistence guarantee, temporary assistance, special hardship assistance, urban homeless vagrants and beggars assistance work.

(H) is responsible for the management of the administrative boundaries of the district and the mediation of boundary disputes.
