Beijing Fengtai District Municipal Ecology and Environment Bureau Functional Information
(a) It is responsible for establishing and improving the basic system of ecological environment in the district, implementing the laws, regulations, rules and policies of the State and Beijing Municipality on ecological environment, and formulating ecological environment policies and plans and organising their implementation in conjunction with relevant departments. In conjunction with relevant departments, it will prepare and supervise the implementation of ecological environment planning and water function zoning for key areas, river basins and drinking water sources, and implement local pollutant discharge standards, ecological environment quality standards and ecological environment technical specifications.
(ii) Responsible for the coordination, supervision and management of major ecological and environmental issues in the region, take the lead in organising and coordinating the investigation and handling of major environmental pollution accidents and ecological damage, and participate in the emergency response and early warning of ecological and environmental emergencies. It takes the lead in guiding the implementation of the compensation system for ecological and environmental damages. Coordinate the ecological environmental protection of key regions and watersheds, and coordinate the settlement of cross-regional and cross-basin environmental pollution disputes. Coordinate and promote the prevention and control of pollution with neighbouring districts and watersheds.
(c) Supervise and manage the implementation of pollution reduction targets in the district. The development of air, water, soil, noise, odour, solid waste, chemicals, motor vehicles and other pollution prevention and control management programmes and organization and supervision of implementation. Organise and guide the comprehensive improvement of urban and rural ecological environment. Supervise and guide the management of agricultural surface pollution.

(VII) is responsible for the supervision and management of radiation safety in the region, the development of radiation safety-related planning, responsible for emergency response to radiation-related environmental accidents, participate in emergency response to nuclear accidents, supervision and management of the use of nuclear technology, electromagnetic radiation, accompanied by the prevention and control of pollution in the development and utilisation of radioactive mineral resources, supervision and management of disposal of discarded radioactive sources, radioactive waste disposal and participate in the management of nuclear safety.
(H) is responsible for the supervision and management of ecological environment access in the region. Entrusted by the district government, the district's major economic and technological policies, development planning and major economic development programmes for environmental impact assessment. According to the state, the city and the relevant provisions of the District approval or review of major development and construction areas, planning, project environmental impact assessment documents. Formulate the district's ecological environment access list, and organise its implementation.
(ix) Responsible for ecological environment monitoring and information dissemination in the region, formulate ecological environment monitoring system and norms in the region, formulate relevant standards and supervise their implementation, organise and implement supervisory monitoring of pollution sources, greenhouse gas emission reduction monitoring, emergency monitoring, organise investigation and evaluation of ecological environment quality status, early warning and prediction, and unify the release of environmental quality report and major ecological environment information.
(j) To carry out the work of responding to climate change in the region, be responsible for the comprehensive coordination of the work of responding to climate change, organise the formulation of planning and policy measures for responding to climate change and greenhouse gas emission reduction, and coordinate the implementation of such measures. Organise the implementation of the Clean Development Mechanism and other related work.
(xi) Organise and carry out ecological environmental protection inspections in the region, establish and improve the ecological environmental protection inspection system, be responsible for the organisation and coordination of ecological environmental protection inspections, and organise the rectification and implementation of the feedback from the Central Government and Beijing Municipal Ecological Environmental Protection Inspectors.
(xii) Organize, guide and coordinate the publicity and education work of ecological environmental protection in the district, formulate the publicity and education plan of ecological environmental protection in the district and organize its implementation, organize and carry out the news and publicity of ecological environmental protection and the publicity and education work of ecological civilization construction, and promote the participation of social organisations and the public in ecological environmental protection.
(xiii) organise and carry out key scientific research and technical engineering demonstration in the field of ecological environment, promote the application of scientific research results and technology of ecological environment protection, and participate in guiding and promoting the development of circular economy and ecological environment protection industry.
(xiv) To be responsible for organising and carrying out supervision and enforcement of ecological environment.

(xvi) Completing other tasks assigned by the district party committee and the district government.
