Hainan Provincial Medical Security Bureau Functional Information
(a) To study and formulate development plans and policy measures for the province's medical security work, draft local laws and government regulations on medical security, and study and put forward policy proposals for deepening the province's medical security reform.
(2) To organize the formulation and implementation of the supervision and management of the province's medical insurance fund, to establish and improve the safety prevention and control mechanism of the medical insurance fund, and to promote the reform of the payment method of the medical insurance fund.
(c) To organize and formulate the province's medical security financing and treatment policies, improve the dynamic adjustment and regional transfer and balance mechanism, coordinate the urban and rural medical security treatment standards, and establish and improve the treatment adjustment mechanism in line with the financing level. It also implements the long-term care insurance system reform program. (c) To be responsible for the province's urban and rural medical assistance work.
(d) According to the authorization, organize the updating of the drug catalog of endemic diseases, organize the formulation of the province's urban and rural unified medical supplies, medical service items, medical service facilities and other medical insurance catalog and payment standards, establish a dynamic adjustment mechanism, develop and organize the implementation of the rules for negotiation of access to the medical insurance catalog.
(e) Organize the formulation of the province's drugs, medical consumables prices and medical service items, medical service facilities charges and other policies, establish medical insurance payment of medical service prices reasonably determined and dynamic adjustment mechanism, promote the establishment of a market-led price formation mechanism for social medical services, and establish price information monitoring and information release system.
(vi) To formulate the province's bidding and purchasing, distribution and settlement management policies for drugs and medical consumables and organize the implementation thereof, and to promote the construction of bidding and purchasing platforms for drugs and medical consumables.
(vii) To formulate the province's agreement and payment management methods for designated medical institutions and organize their implementation. It establishes and improves the medical insurance credit evaluation system and information disclosure system, supervises and manages the medical service behaviors and medical expenses included in the scope of medical insurance, and investigates and punishes illegal acts in the field of medical insurance in the province in accordance with the law.
(viii) To be responsible for the province's medical insurance management, public service system and information construction. To formulate and improve policies on the management and settlement of expenses for medical treatment in other places. Establish and improve the medical insurance relationship transfer and succession system. Establishment of medical insurance mechanism for talents compatible with the construction of China (Hainan) Pilot Free Trade Zone and Free Trade Port with Chinese characteristics. Organize foreign exchanges and cooperation in the field of medical insurance.
(ix) Improve the unified basic medical insurance and major disease insurance systems for urban and rural residents, establish and improve a province-wide, urban-rural coordinated multi-level medical insurance system, and promote the province's reform of medical care, medical insurance and medicine and the innovative development of the medical association of “four levels of coordination and hierarchical diagnosis and treatment”. (j) Promoting the reform of the “three-medicine linkage” and the “four-level synergy and hierarchical diagnosis and treatment” of the province's medical association.
