Hainan Provincial Bureau of Statistics Functional Information

According to the General Office of the CPC Hainan Provincial Committee General Office of the Hainan Provincial People's Government on the issuance of “Hainan Provincial Bureau of Statistics Functional Configuration, Internal Organizations and Staffing Provisions” notice (Qiongbanfa [2019] No. 43), the Hainan Provincial Bureau of Statistics (hereinafter referred to as the Provincial Bureau of Statistics) is a directly subordinate institution of the provincial government in charge of the province's statistical work at the level of the departmental level. The Provincial Bureau of Statistics implements the guidelines and policies of the Party Central Committee on statistical work, as well as the policies and measures of the China (Hainan) Pilot Free Trade Zone and the Free Trade Port with Chinese Characteristics, implements the decision-making and deployment of the Provincial Party Committee, and adheres to and strengthens the Party's centralized and unified leadership of the statistical work in the process of performing its duties. The main responsibilities are:

I. To formulate and organize the implementation of the province's statistical work planning and policies and measures, draft relevant laws and regulations, and study and put forward opinions and suggestions to promote statistical reform in the province.

II. To establish and improve the province's national economic accounting system and organize the implementation of the national economic accounting system.

Third, take the lead in organizing relevant departments to formulate plans and programs for major provincial censuses, organize and implement major provincial censuses, and compile and provide statistical data.

Fourth, according to the national statistical survey system, organizing and implementing the province's statistical surveys, collecting, summarizing, collating and providing statistical data, and regularly releasing statistical information on the province's national economy and social development.

V. To conduct statistical analysis, statistical forecasting and statistical supervision of the province's national economy and social development, etc., and be responsible for providing statistical information and consulting suggestions to the provincial party committee, the provincial government, the National Bureau of Statistics as well as relevant departments.

Approve the statistical survey projects of cities, counties and provincial departments; supervise and manage foreign survey activities in accordance with the law; guide the construction of statistical infrastructure in cities, counties and provincial departments; guide, supervise and inspect the statistical work of cities, counties and provincial departments.

VII. To establish and improve the system of auditing, monitoring and evaluating the quality of statistical data, and to carry out auditing, monitoring and evaluating of important statistical data.

VIII. It is responsible for statistical law-enforcement in the province, supervising, guiding and coordinating statistical law-enforcement work in the province, preventing and investigating and dealing with statistical falsification and forgery; and cooperating with the national statistical inspectors.

Nine, in conjunction with the relevant departments to organize and manage the province's statistical professional and technical qualification examinations, title assessment work; organization and guidance of the province's professional training of statistical personnel; supervision and management of the province's statistical special funds.

Ten, the establishment and management of the province's statistical information system and statistical database system, and guide the city and county statistical informatization construction.

XI. Completing other tasks assigned by the provincial party committee, provincial government and higher authorities.
