Hainan Provincial Department of Industry and Information Technology Functional Information
Article 1 These provisions are formulated in accordance with the Guiding Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Hainan to Comprehensively Deepen Reform and Openness (Zhongfa [2018] No. 12) and the Notice on the Issuance of the Hainan Provincial Institutional Reform Program by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council (Office of the word [2018] No. 80).
Article 2 The Department of Industry and Information Technology of Hainan Province (referred to as the Department of Industry and Information Technology of the Province) is a constituent department of the provincial government in charge of the province's industrial economy and information technology, and is at the level of a department.
Article 3 The Provincial Department of Industry and Informatization implements the guidelines, policies and decisions of the Party Central Committee on the work of industry and informatization, as well as the policies and measures of the China (Hainan) Pilot Free Trade Zone and the Free Trade Port of Chinese Characteristics, implements the requirements of the provincial party committee, and adheres to and strengthens the Party's centralized and unified leadership of the work of industry and informatization in the course of fulfilling its duties. The main duties are:
(-) to study, formulate and organize the implementation of the province's development strategy, medium- and long-term planning and policy regulations in the field of industry and informatization, and to plan major construction projects and productivity layout of industry and informatization; to study and formulate industrial and informatization reform proposals, and to put forward policy proposals on the construction of the China (Hainan) Pilot Free Trade Zone and the Free Trade Harbor of Chinese Characteristics in the field of industry and informatization.
(B) is responsible for coordinating the development and management of the province's industry of industry and information industry, regulating the behavior of the industry; guiding industrial enterprises to strengthen quality management, formulating industry technical norms and standards and organizing their implementation.
(C) responsible for the province's industrial and information industry fixed asset investment project management work, according to the prescribed authority to approve, approve the industrial and information industry fixed asset investment projects; undertake the province's industrial and information industry investment project comprehensive management and coordination services; put forward financial construction funding arrangements.
(d) Coordinate and promote the construction of supporting systems for the province's industry and information industry, promote the construction of key industrial and information industry chains, cultivate and promote the construction of the province's industrial and information industry bases, and guide and coordinate the construction and development of industrial and information industry development zones; and study and put forward policy recommendations for optimizing the structure of the province's industry and information industry, ownership structure and enterprise organization structure.
(e) To monitor and analyze the operation situation of the province's industry and information technology, compile statistics and release relevant information, make forecasts and early warnings and information guidance, coordinate and solve relevant problems in the operation and development of the industry, and put forward policy recommendations; to guide and supervise the province's emergency management in the field of industry and information technology and industrial safety; and to undertake the work related to national defense mobilization.
(F) is responsible for the province's industrial and information technology in the field of technological progress, technological innovation, technology introduction and absorption; responsible for the development of the province's equipment manufacturing industry organization and coordination, to promote the localization of major technology and equipment, and guide the introduction of major technology and equipment, digestion and innovation; to carry out the industrial and information technology field of foreign exchanges and cooperation.
(VII) organization and implementation of the province's industry and information technology in the field of energy conservation and comprehensive utilization of resources, to participate in the prevention and control of related pollution, organization and coordination of the promotion and application of new products, new technologies, new equipment, new materials.
(H) is responsible for the comprehensive management of the province's small and medium-sized enterprise promotion work. It is responsible for the macro guidance and services for the development of small and medium-sized enterprises and non-state economy, and comprehensively coordinates with relevant departments to formulate policies and measures to promote the development of small and medium-sized enterprises and non-state economy; and coordinates the solution of relevant major problems in the development of small and medium-sized enterprises and non-state economy.
(IX) is responsible for coordinating and promoting the province's informatization work. It formulates the province's informatization planning, supervises and guides the province's informatization and big data construction; promotes the integrated development of the information and communication industry, facilitates the integration of telecommunication networks, broadcasting and television networks and the Internet as well as their popularization and application, and promotes cross-industry and cross-sectoral interconnections, and the development, utilization and sharing of important information resources; and coordinates and promotes the planning, construction and management of the province's information infrastructure.
(j) Coordinate the implementation of the strategy of network power, “Internet +” action, promote the development of a new generation of information technology industry, promote the Internet, Internet of things, big data, satellite navigation, artificial intelligence and the real economy in-depth fusion; the construction of “digital Hainan”; coordinate the promotion of the province's information consumption. (XII) is responsible for the province's radio emergency disposal work; according to the provisions of the unified configuration and management of radio spectrum resources, set up, use and supervision of the management of radio stations (stations), coordinating and dealing with inter-military radio management work; is responsible for radio monitoring, detection, interference investigation and handling, and coordinating and dealing with electromagnetic interference; according to the law, to maintain the order of the airwaves, the organization of the implementation of radio control; is responsible for the use of radiation radio waves Non-radio equipment management.
Article IV Provincial Department of Industry and Information Technology has the following internal organizations:
(A) Office. Responsible for the Office of communications, supervision, meetings, confidentiality, archives, information, news and publicity, letters and visits, open government, logistics and suggestions and proposals for work; bear the Office of the day-to-day work of the party group; bear the Office of the organs and guidance and supervision of the affiliated units of financial and asset management.
(II) Comprehensive Regulations Division (Administrative Approval Office). Guiding the formulation of local laws and regulations in the field of industry and informatization, draft government regulations and industrial policies; studying system innovation in the field of industry and informatization and promoting its implementation; studying and analyzing major issues in the development of industry and informatization, and proposing countermeasures and recommendations; drafting important comprehensive manuscripts; responsible for the Office of the legality of major administrative decision-making, law enforcement decisions, normative documents, fair competition review, and undertake the department's administrative appeals, etc. Legal affairs work; responsible for the department's administrative approval work.
(C) Industrial Development Department (Industrial Talent Department). Organize and formulate the overall plan for the medium and long-term development of the province's industry and information technology, be responsible for the overall management of the central and provincial financial special funds, be responsible for the scale and direction of investment in fixed assets in the field of industry and information industry and the related investment analysis; be responsible for the comprehensive management of the key construction projects of the province's industry and information industry, be responsible for the comprehensive management of investment promotion in the industry and information industry and the coordination of services; be responsible for the construction of talent team in the industry and information industry, formulate the industrial talent Talent team construction, the formulation of industrial talent development planning and policy and guide the implementation.
(D) Operation Monitoring and Coordination Division. (E) Small and Medium-sized Enterprises Division (Provincial Small and Medium-sized Enterprises Bureau). Undertake the macro guidance, comprehensive coordination, supervision and inspection of the promotion of small and medium-sized enterprises in the province; organize relevant departments to formulate and supervise the implementation of relevant policies and measures to promote the development of small and medium-sized enterprises and the non-state economy; guide and promote the external exchanges and cooperation of small and medium-sized enterprises in the province; promote the establishment of a comprehensive public service system for small and medium-sized enterprises in the province; and coordinate the resolution of relevant major issues arising from the development of small and medium-sized enterprises and the non-state economy in the province; Responsible for reducing the burden on enterprises and related coordination work; undertake the daily work of the Provincial Leading Group Office for the Promotion of Small and Medium Enterprises.
(F) raw materials industry department. (H) Consumer Goods Industry Division. Responsible for the province's pharmaceutical, food, alcohol, tobacco, paper, arts and crafts, home appliances and other consumer goods industry, industry management, the formulation of industry policies and development planning; responsible for consumer goods industry operation and analysis and annual management of key investment projects, in accordance with the prescribed authority to approve, ratify, and record the consumer goods industry, fixed-asset investment projects; organization of consumer goods industry, investment promotion activities; organization of the optimization and upgrading of traditional industries, and coordination of major issues in the development of the industry. (XI) Informatization Promotion and Communication Development Division. It is responsible for coordinating and promoting the province's informatization work, organizing the formulation of the province's informatization planning and annual work plan, and organizing its implementation; organizing the formulation of the local standard system of informatization and the assessment system, and organizing its implementation and supervising its assessment; responsible for promoting the deep integration of the Internet, the Internet of Things, satellite navigation and artificial intelligence with the real economy; guiding the convergence of the development of information and communication industry; promoting the formulation of the development policy of information infrastructure; organizing the planning and construction of information infrastructure; coordinating the analysis and summary of the province's information industry. Infrastructure planning and construction, coordinating the promotion of telecommunications universal service, responsible for statistical analysis of information infrastructure; to promote the intensive construction of information infrastructure, promote the open sharing of public resources; to carry out the construction of the industrial Internet, Internet of Things; to coordinate the promotion of the integration of the “three networks”; to coordinate the promotion of the construction of the network security system, and to carry out the work of security and protection of industrial and information systems; to coordinate the promotion of the integration of the Internet with the real economy. It coordinates to promote the construction of network security system and carry out the work of industrial information system security; coordinates to promote the opening up of the telecommunication field to the outside world; coordinates the construction of information infrastructure for military and civilian use; and undertakes the day-to-day work of the office of the Provincial Informationization Construction Leading Group.
(XII) Personnel Office (Audit Office). It is responsible for personnel management such as deployment, appointment and dismissal of cadres, assessment, rewards and punishments of organs and subordinate units; coordinates the management of staff going abroad of organs and subordinate units; and is responsible for internal auditing work.
Old Cadre Work Department. Co-located with the Personnel Department, it is responsible for the work of retired cadres in the organization and guides the work of retired cadres in the subordinate units.
Party Committee. Responsible for the organs and affiliated units of the party building and discipline inspection work, leading the organs of the trade unions, Communist Youth League, Women's Federation and other organizations, and guide the industry in charge of the work of social organizations party building.
(M) Radio Supervision Administration. Responsible for the province's radio emergency response; according to the provisions of the unified configuration and management of radio spectrum resources, set, use and supervision and management of radio stations (stations), coordinating the handling of inter-military radio management work; responsible for radio monitoring, detection, interference investigation and handling, coordinating the handling of electromagnetic interference; according to the law to maintain the order of the airwaves, the organization and implementation of radio control; responsible for the use of non-radio radio wave radiation equipment management. Article V Provincial Department of Industry and Information Technology administrative establishment of 65. There is a director, deputy director of 3; 29 division-level leadership positions, including 15 at the division level (including a full-time deputy secretary of the Party Committee of the organ, a director of the work of old cadres, a chief engineer), 14 at the deputy division level.
Article 6 The setup, duties and establishment of the institutions under the Provincial Department of Industry and Information Technology are separately stipulated.
Article 7 These provisions shall be interpreted by the provincial party committee, and the specific interpretation shall be undertaken by the Office of the Provincial Party Committee on Institutional Preparation, and its adjustment shall be handled by the Office of the Provincial Party Committee on Institutional Preparation in accordance with the prescribed procedures.
Article 8 These provisions shall come into force on May 5, 2019.
