Provisions on Functional Configuration, Internal Organizations and Staffing of the Department of Finance of Hainan Province
Article 1 According to the Guiding Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Hainan to Comprehensively Deepen Reform and Openness (Zhongfa [2018] No. 12) and the Notice of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on the Issuance of the “Institutional Reform Program of Hainan Province” (Office of the word [2018] No. 80), the present provisions are formulated.
Article 2 Hainan Provincial Department of Finance (referred to as the Provincial Department of Finance) is a constituent department of the provincial government in charge of the financial work of the whole province, and it is at the level of a department.
Article 3 The Provincial Department of Finance carries out the guidelines, policies and decision-making arrangements of the Party Central Committee on financial work, as well as the policies and measures of the China (Hainan) Pilot Free Trade Zone and the Free Trade Port of Chinese Characteristics, implements the work requirements of the provincial party committee, and adheres to and strengthens the Party's centralized and unified leadership of the work of the financial sector in the process of performing its duties.
The main responsibilities are:
(a) to formulate the province's fiscal and taxation development strategies, planning, policies and reform programs and organize the implementation. Analyze and forecast the financial and economic situation, participate in the formulation of macroeconomic policies, put forward the use of fiscal policy to implement macroeconomic regulation and control and a comprehensive balance of provincial financial resources of the proposal, put forward the China (Hainan) Pilot Free Trade Zone and the construction of a free trade port of Chinese characteristics of the financial and taxation policies and measures and opinions and recommendations. (c) Responsible for the management of all financial revenues and expenditures at the provincial level. It organizes the formulation of standards and quotas for expenditure, and examines and approves the annual budgets of departments (units). (d) Responsible for organizing the drafting of local laws and regulations on taxation, draft government regulations and implementation measures, implementing national tax laws and regulations, and guiding and supervising the implementation and execution of tax policies.
(e) Responsible for the management of government non-tax revenues in accordance with the division of labor. It is responsible for the management of governmental funds and administrative fees according to regulations. Managing financial bills. It formulates lottery management policies and relevant methods, supervises the lottery market in the province, and manages lottery funds according to regulations.
(f) To organize the implementation of the financial treasury management system and the centralized treasury payment system, manage the accounts of the provincial financial funds and the accounts of the provincial budgetary units in accordance with the regulations, and be responsible for the cash management of the treasury. It organizes the preparation of comprehensive government financial reports on accrual basis. It is responsible for formulating the government procurement system and supervising and managing it. It is responsible for the research on the opening up of the government procurement market.

(xi) Responsible for handling and supervising the economic development expenditure of the provincial finance, financial allocation of governmental investment projects, participating in the formulation of policies related to infrastructure investment in the province, and formulating the financial management system of infrastructure.
(xii) It is responsible for managing the province's accounting work, supervising and regulating accounting behavior, organizing the implementation of the national unified accounting system, guiding and supervising the business of certified public accountants and accounting firms, and guiding and managing social auditing. (xiii) Responsible for the implementation of the province's fiscal and taxation laws and policies, budget management and related supervision. It is responsible for the construction and management of financial internal control.
