Hainan Provincial Department of Transportation Functional Information
Main Duties
(a) To study, formulate and organize the implementation of the province's transport development strategy, medium- and long-term planning and policy measures, draft transport laws and regulations, and study and put forward policy recommendations to promote the reform of the province's transport system.
(B) organizing the preparation of the province's highway and waterway transport development planning and annual plans and supervise the implementation; in conjunction with the relevant departments to organize the preparation of a comprehensive transport system planning; coordinating the development of the province's civil aviation industry.

(E) is responsible for the province's waterway transport market supervision, the formulation and organization of the implementation of waterway transport related policies and systems, industry standards and operating norms; supervision of the province's port management, responsible for port facilities security work; responsible for the province's ship pilotage services industry management.
(F) is responsible for proposing the province's highway, waterway fixed asset investment scale and direction, the provincial financial funding arrangements, according to the prescribed authority to approve, approve the planning and annual plan within the scope of fixed asset investment projects; according to the authorization of Hainan Transportation Investment Holdings Limited to perform the duties of the funder supervision; responsible for the province's motor vehicle passage surcharge collection and management.
