I. Beijing Municipal Forestry and Parks Bureau is a bureau-level agency directly under the People's Government of Beijing Municipality, and it also assumes the role of the Office of Beijing Greening Commission.
II. Beijing Municipal Forestry and Parks Bureau carries out and implements the guidelines, policies, decisions and arrangements of the CPC Central Committee on gardening and greening as well as the relevant work requirements of the municipal Party committee, and adheres to and strengthens the centralized and unified leadership of the Party on gardening and greening in the course of performing its duties. Its main duties are as below:
1. To be responsible for the supervision and management of the municipal gardening and greening and its ecological protection and restoration; to carry out and implement the national laws, rules, regulations and policies concerning gardening and greening and its ecological protection and restoration, draw up the drafts of Beijing Municipal relevant local rules and government regulations, work out relevant policies, programmes, plans and standards, and work with relevant departments to prepare the professional programmes for gardening and greening and organize the implementation.
2. To organize the municipal gardening and greening ecological protection and restoration, urban and rural greening and beautification and afforestation; to organize and implement the major ecological protection and restoration projects for gardening and greening, and organize and guide the construction, protection and management of non-commercial forests; to organize, coordinate and guide the desertification prevention and control, as well as prevention and control of water and soil loss which are predominated by biological measures such as tree and grass planting; to work out the programmes and construction standards for desertification prevention and control, supervise and manage the development and utilization of desertified land, and organize the prediction, forecasting and emergent handling of sandstorm disaster; to organize and conduct the dynamic monitoring and evaluation for forests, wetlands, grasslands and terrestrial wild animal and plant resources; to organize and implement the ecological compensation for forestry and wetlands.
3. To be responsible for supervising and managing the municipal forest and wetland resources; to organize and prepare the forest harvesting quota, and supervise the implementation; to be responsible for the forest land management, and work out the forest land protection and utilization programmes, and organize the implementation; to be responsible for the protection and restoration of wetland ecology, and work out the wetland protection programmes and relevant standards, and organize the implementation; to supervise and manage the wetland development and utilization; to organize and guide the prevention and control, quarantine, prediction and forecasting against pests on forests, greenbelts and grasslands.
4. To organize and formulate the municipal gardening and greening management standards and specifications, and supervise the implementation; to work out the construction standards and management specifications for parks, greenbelts, forests, wetlands and various nature reserves, and draw up the forestry relevant standards and specifications, and organize the implementation; to be responsible for the supervision and examination of major gardening and greening projects; to be responsible for the supervision of utilization of special funds for municipal-level (inclusive) and above gardening and greening construction projects; to be responsible for the ancient and renowned trees protection and management.
5. To be responsible for the municipal park industry management; to organize and prepare the park development programmes, and guide and supervise the park construction and management; to be responsible for the investigation and evaluation of parks and greenbelt resources.
6. To be responsible for supervising and managing the municipal terrestrial wild animal and plant resources; to organize and develop the investigation on terrestrial wild animal and plant resources, work out and adjust the directory of terrestrial wild animals and plants under key protection, organize and guide the rescue and breeding, habitat restoration and development, and epidemic focus disease monitoring of terrestrial wild animals and plants, and supervise and manage the hunting or collection, artificial breeding or cultivation, and operation and utilization of terrestrial wild animals and plants.
7. To be responsible for supervising and managing the municipal various nature reserves; to work out the programmes of various nature reserves; to propose the review suggestions regarding newly building and adjusting various nature reserves and make submission and approval as per procedures, undertake the applying of world natural heritage, and work with relevant departments to apply world natural and cultural heritage; to be responsible for biodiversity protection.
8. To be responsible for promoting the municipal gardening and greening reforms; to work out the significant reform opinions for matters such as collective forestry rights system and state-owned forestry, and organize the implementation; to draw up the policies and measures for agricultural forestry development and maintenance of legitimate rights and interests of forest operators, and guide the rural forest land contracting and operation work; to develop the work of returning farmland to forests and grasslands.
9. To study and propose relevant policies regarding the municipal forestry industry development, and work out the relevant development programmes; to be responsible for the industrial management of forestry and fruits, flowers and plants, bees and silkworms, and forest resources utilization; to be responsible for supervising and managing quality safety of edible forest products, and guide ecological poverty alleviation work.
10. To organize and guide the basic construction and development of the municipal state-owned forests; to organize and develop the general survey of forest tree seeds and grass seed germplasm resources, organize and build the germplasm resource bank, be responsible for fine seed selection and promotion, manage the production and operation behaviors of forest tree seedlings and grass seeds, and supervise their quality; to supervise and manage the forestry biological germplasm resources, genetically modified organism safety, and protection of new varieties of plants.
11. To be responsible for the administrative law enforcement for the municipal gardening and greening; to be responsible for doing the forest police work, manage the forest police squad, and investigate and punish cases of damaging forest resources; to be responsible for law popularization education and dissemination of gardening and greening.
12. To be responsible for implementing the municipal relevant requirements for the programmes of comprehensive disaster prevention and mitigation, and organizing and preparing the plans of forest fire prevention and control as well as protection standards, and guiding the implementation thereof; to guide and develop the work of fire prevention and patrol, fire source management, fire prevention facility construction, and fire prevention dissemination and education; to organize and guide the fire prevention work of monitoring, early warning, and urging for supervision of state-owned forests; when necessary, to submit request to the municipal emergent management bureau to deploy the relevant prevention and control work in the name of the municipal relevant emergent command institutions.
13. To work out the municipal gardening and greening scientific and technological development programmes and yearly plans, and guide the research, development and promotion of relevant significant scientific and technological projects; to be responsible for the gardening and greening information-based management; to be responsible for organizing, guiding and coordinating forestry carbon sink; to undertake the forestry's role to tackle climate changes; to be responsible for the external exchange and cooperation of gardening and greening fields.
14. To be responsible for the promotion and mobilization, organization and coordination, supervision and examination, and appraisal and reward of all-citizen voluntary participation of tree-planting activities in Beijing; to organize and coordinate the greening, beautification and environment deployment work for significant events; to undertake specific tasks of the Beijing Greening Commission.
15. To perform other tasks which are assigned by the municipal Party committee and the municipal government.
16. Transformation of functions. Beijing Municipal Forestry and Parks Bureau should earnestly enhance the municipal ecological system protection, implement the ecological system protection and restoration projects, strengthen overall coordination of supervision and management for forests, wetlands and grassbelts, actively propel homeland greening, and guarantee the capital's ecological safety; expedite the building of nature reserve system, promote clearing specifications and merging integration of various nature reserves, and build the unified and standard management system for nature reserves.
