Baise Municipal Civil Affairs Bureau Functional Information
The Bureau of Civil Affairs of Baise City is a working department of Baise Municipal People's Government at the departmental level. It is responsible for implementing the guidelines, policies and decisions of the Central Committee of the Party, the Party Committee of the Autonomous Region and the Municipal Party Committee on civil affairs, and implementing the process of adhering to and strengthening the overall leadership of the Party over civil affairs in the fulfilment of its duties. The main responsibilities are:
(a) the formulation of the city's civil affairs development of local laws and regulations and draft government regulations, policies, planning, development of standards and organisation and implementation.
(ii) To formulate and organise the implementation of registration and supervision and management of social organisations such as social organisations and social service organisations in the city, and to carry out registration management and law enforcement supervision of social organisations in accordance with the law.
(3) To formulate the city's social assistance policies and standards, co-ordinate the construction of the social assistance system, and be responsible for the minimum subsistence guarantee for urban and rural residents, the assistance and sustenance of persons in special hardship, temporary assistance, subsistence allowances for frontier people, and assistance for vagrants and beggars with no means of subsistence.
(d) formulate the city's administrative divisions, administrative boundaries management and toponymic management policies and standards, organise research on the city's administrative division of the overall planning of the proposed ideas, in accordance with the management authority to take the lead in the establishment of administrative divisions, naming, change and relocation of government sites and other audit work. Determine and announce the city's administrative division code, organise and guide the survey and management of county and township administrative boundaries, be responsible for the unified supervision and management of the city's geographical names work, and be responsible for the naming of important natural geographic entities and border names, and the review of name changes.
(e) To formulate the city's marriage management policy and organise its implementation, and promote the reform of marriage customs.
(vi) To formulate citywide funeral management policies, service norms and organise their implementation, and promote funeral reform.
(VII) To formulate policies on the protection of the rights and interests of the disabled in the city, and co-ordinate and promote the construction of the welfare system for the disabled and the development of the rehabilitation and assistive device industry.
(viii) Undertaking the daily work of the Municipal Working Committee on Ageing. It organises the formulation and coordinates the implementation of policies and measures to actively respond to population ageing. It guides and coordinates the protection of the rights and interests of the elderly in the city. Organise the formulation of policies on social participation of the elderly in the city and organise their implementation.
(ix) To formulate and coordinate the implementation of policies and measures to promote the development of the city's elderly care services. It co-ordinates and promotes, supervises, guides and oversees the supervision and management of elderly services, formulates plans, policies and standards for the construction of the city's elderly service system and organises their implementation, and undertakes the welfare of the elderly and the assistance of the elderly in special difficulties.
(j) To formulate policies and standards for the city's children's welfare, protection of orphaned and abandoned children, children's adoption, children's rescue and protection, and to improve the care and service system for rural left-behind children, migrant children and the protection system for children in difficulty.
(xi) Organising and formulating the city's policy on promoting the development of charitable undertakings, guiding the work of social donations, and being responsible for the management of welfare lottery.
(XII) Complete other tasks assigned by the municipal party committee and the municipal people's government.
(M) Functional transformation. The Municipal Civil Affairs Bureau promotes the transformation of the work on aging into active response and coordination, improves the working system and mechanism, strengthens the functions of comprehensive coordination, supervision and guidance, organisation and promotion of the development of the cause of aging, coordinates with the relevant departments and counties (municipalities and districts) to continuously improve the policies on social assistance for the elderly, social welfare, social preferential treatment, livable environment, social participation, etc., and strengthens the pertinence, coordination and systematicity of the policy system. It has promoted the transformation of elderly care services to comprehensively improve the quality of life of the elderly, accelerated the construction of an elderly care service system that coordinates home-based community institutions and combines medical care and recreation, vigorously developed inclusive elderly care services, promoted the balanced allocation of resources, and pushed for the realisation of basic elderly care services for all elderly people, so as to walk out of the road of actively coping with population ageing by giving the elderly a sense of nourishment, a sense of healthcare, a sense of worthiness, a sense of learning, and a sense of joy.
We will also take a proactive approach to dealing with population ageing. We will strengthen basic livelihood protection, improve the social assistance system that is tiered and categorised, and coordinated between urban and rural areas, focusing on special groups such as people in difficulty and orphans, and promoting the tilting of resources to weak areas, fields and links, so as to ensure that people's livelihoods are safeguarded.
(xiv) Division of responsibilities with other departments:
1. Relevant division of responsibilities with the Municipal Health Commission. The Municipal Civil Affairs Bureau is responsible for organising the formulation and coordinating the implementation of policies and measures to actively respond to population ageing and promote the development of the city's elderly care services; formulating plans, policies and standards for the construction of the city's elderly care system and organising their implementation; and undertaking work on the welfare of the elderly and the provision of assistance to the elderly in special difficulties. The Municipal Health Commission is responsible for formulating policies and measures for the integration of medical care and nursing, and undertaking the prevention and treatment of geriatric diseases, medical care for the elderly, and mental health and caring services for the elderly and other geriatric health work.
2. Division of responsibilities with the Municipal Natural Resources Bureau. The Municipal Bureau of Civil Affairs, together with the Municipal Bureau of Natural Resources, shall organise the preparation of a map of the administrative divisions of Baise City for the publication of information on administrative divisions.
(xv) The Municipal Civil Affairs Bureau shall prepare a list of powers and responsibilities based on the above major responsibilities, specifying the names of the powers and responsibilities, the types of powers and responsibilities, the basis for setting them, the ways of fulfilling them, and the circumstances of recovering them. On this basis, it will formulate office guidelines, operation flow charts, etc., to further optimise administrative procedures and regulate the operation of power.
