Baise Municipal Transport Bureau Functional Information
Article 1 These provisions are formulated in accordance with the spirit of the Baise City Institutional Reform Programme and the implementation opinions of the Baise City Institutional Reform.
Article 2 Baise Municipal Bureau of Transport is a working department of the Municipal People's Government, and it is at the departmental level.
The Municipal Railway and Aviation Construction Office, Municipal Traffic Warfare Office, Municipal Water Transportation Construction Office and Municipal Logistics Management Office are located in the Municipal Bureau of Transportation and Communication, and are at the level of division.
Article 3 The Municipal Bureau of Transport implements the guidelines, policies and decision-making arrangements of the central government, the Party Committee of the Autonomous Region and the Municipal Party Committee on the work of transport, and adheres to and strengthens the centralised and unified leadership of the Party over the work of transport. The main responsibilities are:
(a) the implementation of the state, autonomous regions and municipalities related to transport policies, laws and regulations; organise the drafting of local laws and regulations on transport at the municipal level; the formulation of draft normative documents related to transport; organise the preparation of the city's comprehensive transport system planning, development and supervision of the implementation of the city's railway and civil aviation construction and highway, waterway, ports, logistics and other industry development strategies and planning, the formulation of relevant policies, systems and standards. Article IV Municipal Transport Bureau has the following internal organs:
(A) Office. (E) Comprehensive Planning Section. Responsible for organising the formulation of the city's comprehensive transport development strategies and policies, organising the preparation of the city's comprehensive transport system planning; organising the preparation of port planning, and undertaking the review of the use of shoreline; co-ordinating and balancing the construction of railways and civil aviation, and the planning of highways, waterways, ports, logistics, and scientific and technological development, and guiding the planning of comprehensive transport hubs. It is responsible for co-ordinating the scale and direction of the city's transport investment, proposing financial funding arrangements and supervising their implementation; it is also responsible for the formulation of industry-related industrial policies and investment and financing policies. Undertake the planning and construction projects, industry review and evaluation of the preliminary work; responsible for the project investment, the use of foreign investment and other work. Guide the preparation of rural road planning programme, compilation and reporting work. Undertake the relevant industry statistics, forecasting, information guidance work.
(F) Construction Management Section. (VII) Transport Management Section. Undertake the coordination of the construction and development of comprehensive transport system; undertake the supervision and management of road and waterway transport market and port operation market, formulate relevant policies, local standards, norms and management regulations and supervise their implementation, establish and improve the credit management system of road and waterway transport and port operation market. (H) Emergency Management Section. Organise the formulation of transport comprehensive production safety policies, normative documents, emergency plans and related regulations. Municipal Railway and Aviation Construction Office. Responsible for organising and researching the city's railway development strategy and planning, cooperating with the organisation to carry out the preliminary work of railway construction projects, assisting in the financing of the city's railway construction projects, and coordinating the implementation of project-related conditions. Responsible for the guidance, supervision and coordination of the construction of the city's railway projects under construction, coordinating and solving major problems in the process of project construction. Responsible for organising research on the city's civil aviation development strategy and planning, with the city's civil and general airport project pre-production, construction coordination and other related work. Participate in the coordination of the city's railway and civil aviation transport related work.
Municipal transport war preparation office. According to the national defence traffic laws and regulations, to do a good job in preparation for national defence mobilisation; according to the military needs of the city's transport infrastructure construction proposals related to national defence requirements; preparation, revision, and supervise and guide the relevant departments to prepare and revise the jurisdiction of national defence traffic security plan, traffic key target security programme; organisation, guidance, checking, supervising the relevant departments of the traffic and the counties (municipalities and districts) of the traffic war preparations, coordinating and dealing with related issues; responsible for the defence traffic security plans. Coordinate the handling of related issues; responsible for the construction of national defence traffic professional security team, for major military operations and other urgent tasks in the organization of traffic security; organization of the city's civilian capacity potential survey and civil defence mobilization preparations; responsible for the city's defence traffic academic theory and scientific and technological research and the promotion of its achievements; to participate in the relevant national defence traffic engineering facilities, plans, surveys, appraisal (auditing) and acceptance of completion of construction of national defence traffic engineering facilities to supervise, inspect and monitor the construction of defence traffic engineering facilities. Municipal water transport construction office. Guide and coordinate the city's water transport construction work. Article V Municipal Transport Bureau administrative establishment of 21. Article 6 The establishment, duties and establishment matters of the institutions under the Municipal Transport Bureau are separately stipulated.
Article 7 These provisions shall be interpreted by the Office of the Municipal Party Committee Institutional Establishment Committee, and their adjustment shall be handled by the Office of the Municipal Party Committee Institutional Establishment Committee in accordance with the prescribed procedures.
Article 8 These provisions shall come into force on 18 March 2019 onwards.
