First, according to the ‘Baise City Institutional Reform Programme’ and the spirit of the implementation of the Baise City Institutional Reform, the formulation of these provisions.
Second, Baise City Bureau of Science and Technology is a working department of the Municipal People's Government, for the grade.
Third, the municipal science and technology bureau to implement the central, autonomous regional party committee, the municipal party committee on science and technology innovation work guidelines and policies and decision-making deployment, in the course of performing their duties to adhere to and strengthen the party's centralised and unified leadership of science and technology innovation work. The main responsibilities are.
(a) to formulate the city's innovation-driven development strategy guidelines as well as scientific and technological development, the introduction of foreign intelligence planning and policy and organise its implementation.
(b) Coordinate and promote the construction of the city's innovation system and reform of the science and technology system, and improve the incentive mechanism for technological innovation in conjunction with relevant departments. Optimise the construction of scientific research system, guide the reform and development of scientific research institutions, promote the construction of scientific and technological innovation capacity of enterprises, undertake to promote the development of scientific and technological civil-military integration of the relevant work, and promote the city's major scientific and technological decision-making and consulting system.
(C) Lead the establishment of a unified municipal science and technology management platform and scientific research project funding coordination, evaluation and supervision mechanism. In conjunction with relevant departments, propose policies and measures to optimise the allocation of scientific and technological resources, study measures to increase scientific and technological investment through multiple channels, promote the construction of a diversified scientific and technological investment system, coordinate the management of municipal financial and scientific and technological programmes (special projects, funds, etc.) and supervise their implementation.
(d) To formulate planning, policies and standards for basic research in the city and organise their implementation, and to organise and coordinate basic research and applied basic research in the city. To draw up plans for the construction of major scientific and technological innovation bases and supervise the implementation thereof; to participate in the preparation of plans for the construction of major scientific and technological infrastructures and supervise the implementation thereof; to take the lead in organising the construction of municipal laboratories; and to promote the construction of security for scientific research conditions and the open sharing of scientific and technological resources.
(e) Organise the declaration of various scientific and technological plans at national and autonomous regional levels, prepare the budgets and final accounts of municipal funds for scientific and technological application and development, scientific and technological project fees and other special funds for scientific and technological purposes, and supervise the use of such funds, and organise the technological research and demonstration of major projects and application of achievements.
(vi) To organise and formulate plans, policies and measures for the development and industrialisation of high and new technologies, and for the promotion of science and technology in agriculture, rural areas and social development. It organises the analysis of technological development needs in key areas, proposes major tasks and supervises their implementation. Responsible for the cultivation of high-tech enterprises, increase support for various types of science and technology-based enterprises, and promote the construction of scientific and technological innovation main body of the city.
(VII) lead the construction of the city's technology transfer system, formulate the transfer of scientific and technological achievements and promote the integration of industry, academia and research and supervise the implementation of relevant policies and measures. It organises and implements the city's innovation survey and science and technology reporting system, and guides the city's scientific and technological confidentiality work.
(j) In conjunction with relevant departments, formulate plans and policies for the construction of scientific and technological talents, establish and improve the evaluation and incentive mechanism for scientific and technological talents, organise the implementation of scientific and technological talent plans, and promote the construction of high-end scientific and technological innovation talents. It is responsible for science and technology statistics, science and technology information work; improve the education of scientific and technological cadres, re-education work and various types of scientific and technological training at all levels, formulate science and technology work plan, work with relevant departments to improve science and technology work, and formulate science and technology dissemination planning and policies.
(k) the formulation of science and technology external communication and innovation capacity of open cooperation planning, policies and measures, organise domestic and foreign scientific and technological cooperation and exchange of scientific and technological personnel. Government departments may entrust project management professional organisations to carry out the specific work of accepting, evaluating, establishing, managing and accepting science and technology projects. The formation and adjustment of scientific research organisations will no longer be subject to review, with emphasis on strengthening the planning layout and performance evaluation. The evaluation mechanism for scientific and technological talents will be further improved, a sound evaluation system and incentive policy for scientific and technological talents oriented to innovation ability, quality, contribution and performance will be established, and the city's scientific and technological talent team building and the introduction of foreign intelligence will be co-ordinated.
