The main responsibilities are:

(3) To formulate the city's trade development plan, promote the development of urban and rural markets, study and put forward policies for guiding internal and external funds to the construction of market systems, guide the planning of wholesale markets for bulk products or the planning of commercial outlets, the construction of commercial systems, and the construction of regional trade and logistics bases integrating internal and external trade, promote the construction of rural market systems, and organise the implementation of rural modern circulation network projects.
(d) Promote the construction of credit in the field of commerce, guide the sale of commercial credit, establish a public service platform for market integrity, and supervise and manage the special circulation industry in accordance with regulations. It also formulates development plans for the pharmaceutical distribution industry, and implements industrial standards and industry management in conjunction with relevant departments.
(e) Responsible for monitoring and analysing market operation, supply and demand of commodities, investigating and analysing commodity price information, forecasting and early warning and information guidance.
