(a) To implement the national development strategies and policies on domestic and foreign trade and international economic cooperation; to formulate policies and measures for the city's foreign trade, foreign investment, foreign economic cooperation and domestic trade circulation; to participate in the formulation of the city's regional economic cooperation development plan; to study and put forward proposals for the promotion of the integration of domestic and foreign trade and the development of modern circulation methods.
(b) Responsible for promoting the structural adjustment of the circulation industry, guiding the reform of circulation enterprises, the development of the business service industry and community business, proposing policies and recommendations to promote the development of small and medium-sized enterprises in commerce and trade, promoting the standardisation of circulation and chain management, commercial franchising, logistics and distribution, e-commerce, and other modern means of circulation and the development of informatisation in the field of commerce and trade; supervising and managing the circulation of refined oil products and the recovery of recyclable resources as required.
(C) the formulation of the city's trade development planning, promote the development of urban and rural markets, research and put forward to guide the city's internal and external capital investment in the construction of the market system policy, guide the planning of wholesale markets of bulk products and urban commercial network planning, commercial system construction and the integration of domestic and foreign trade in the construction of regional trade and logistics bases, to promote the construction of the rural market system, and organise the implementation of the rural modern circulation network project.
(d) To take the lead in coordinating the rectification and standardisation of market economic order, to formulate policies to regulate the operation of the market and the order of circulation, to promote the construction of credit in the field of commerce, to guide the sale of commercial credit, to establish a public service platform for market integrity, and to supervise and manage the special circulation industry in accordance with the regulations. Assume responsibility for the development planning of the pharmaceutical distribution industry, the formulation of industry standards and related policies and management.
(e) To assume responsibility for organising and implementing the regulation of the market for important consumer goods and the management of the circulation of important means of production, to establish and improve the emergency management mechanism for the market supply of essential commodities, to monitor and analyse the operation of the market and the situation of the supply and demand of commodities, to investigate and analyse information on the prices of commodities, to carry out forecasts and early warnings and provide guidance for the information, and to organise the implementation of the management of the reserves of important consumer goods and the regulation of the market.
(F) organise the implementation of the state autonomous region under the city's important industrial products, raw materials and important agricultural products (except grain, cotton) import and export plans, and guide trade promotion activities and foreign trade promotion system.
(G) organisation and implementation of the autonomous region to the ASEAN countries economic and trade cooperation development planning, strategy and policy.
(H) bear the responsibility of organising and coordinating the implementation of the city's anti-dumping, countervailing and safeguard measures and other work related to import and export fair trade, and the establishment of an early-warning mechanism for import and export fair trade; organise investigations of industrial damage; and guide the coordination of foreign anti-dumping, countervailing, and safeguard measures against exports of goods to the city and the work related to the response to the complaint.
