Qinzhou Municipal Forestry Bureau Functional Information
Qinzhou Municipal Forestry Bureau implements the guidelines, policies and decision-making arrangements of the Party Central Committee, the Party Committee of the Autonomous Region and the Municipal Party Committee on forestry and grassland work, and adheres to and strengthens the Party's centralized and unified leadership of forestry and grassland work in the course of performing its duties. The main responsibilities are:
(a) implementation of the state, the autonomous region on forestry and grassland laws, regulations and rules. Responsible for the city's forestry and grassland and its ecological protection and restoration of supervision and management and afforestation and greening work. Formulate policies, plans and organize the implementation of the city's forestry and grassland and their ecological protection and restoration, and organize the drafting of relevant government regulatory documents. Organize and carry out dynamic monitoring and evaluation of forest, grassland, wetland, desert and terrestrial wildlife resources. It organizes and implements key ecological protection and restoration projects in forestry and grassland, organizes and guides the cultivation of public welfare forests and commercial forests, and guides and supervises compulsory tree-planting for the whole nation and urban and rural greening. Guiding forestry and grassland pest control and quarantine work. Undertake forestry and grassland to deal with climate change related work.
(ii) Responsible for the supervision and management of the city's forest, grassland and wetland resources. Organize the preparation and supervise the implementation of the city's forest harvesting limit and forest management program. Responsible for forest land management, formulate forest land protection and utilization planning and organize its implementation. Responsible for the delineation, adjustment and supervision of public welfare forests above the municipal level in the city, and for the protection of natural forests. Manage the forest resources of state-owned forest farms in the city. Responsible for grassland grazing ban, grass-animal balance and grassland ecological restoration and governance work, supervision and management of grassland development and utilization. Responsible for wetland ecological protection and restoration work, the formulation of the city's wetland protection planning, supervision and management of the development and utilization of wetlands.
(C) is responsible for the supervision and management of the city's desertification control work. It organizes and carries out desertification surveys, organizes and formulates plans for sand prevention and control, rocky desertification prevention and control and the construction of sandy land closed protection zones, implements relevant local standards, and supervises and manages the development and utilization of sandy and rocky desertified land. (d) Supervision and management of the city's terrestrial wildlife resources. Organize and carry out surveys of terrestrial wildlife resources. (XI) is responsible for the city's forestry and grassland science and technology, education and foreign affairs work, guiding the city's forestry and grassland talent team building, guiding the city's forestry technology promotion work, organizing and implementing forestry and grassland foreign exchanges and cooperation affairs, and undertake the wetlands, prevention and control of desertification and desertification, endangered wildlife and plants and animals, and other international conventions related to the implementation of work.
(xii) Complete other tasks assigned by the municipal party committee and the municipal people's government.
