Beihaihai Civil Affairs Bureau Functional Information
(a) To formulate policies, plans and standards for the development of the city's civil affairs and organise their implementation, and to draft relevant local regulations.
(b) To formulate and organise the implementation of measures for the supervision and management of social organisations such as social organisations and social service organisations in the city, and to undertake the relevant management and law enforcement supervision of social organisations in accordance with the law.
(3) To formulate policies and standards for social assistance (excluding medical assistance, the same hereinafter) in the city, coordinate the construction of the social assistance system, and be responsible for the minimum subsistence guarantee for urban and rural residents, the assistance and support for people in special hardship, temporary assistance, and assistance for vagrants and beggars with no means of subsistence.
(d) To formulate policies on the management of the city's administrative divisions, administrative boundaries and geographical names; to be responsible for the establishment of administrative divisions, naming, change and relocation of government offices; to organise and guide the survey and management of administrative boundaries at county and township levels; and to be responsible for the naming and change of names of important natural geographic entities.
(e) To formulate the city's marriage management policy, and promote the reform of marriage customs. In accordance with the law to deal with the city's jurisdiction and residents of Hong Kong, Macao, Taiwan, expatriates and foreigners in the registration of marriage-related work.
(F) To formulate citywide policies on funeral management, service norms and organise their implementation, and to promote funeral reform.
(vii) To formulate policies on the protection of the rights and interests of the disabled in the city, and co-ordinate and promote the construction of the disability welfare system and the development of the rehabilitation assistive device industry.
(viii) To formulate countermeasures to cope with the aging of the population, and to comprehensively coordinate, supervise and guide, and organise and promote the development of the cause of aging. It undertakes the daily work of the Office of the Municipal Working Committee on Ageing.
(ix) Responsible for the welfare of the city's elderly, formulate the welfare subsidy system for the elderly and the planning and standards for the construction of the elderly service system, coordinate and promote the care services for the elderly left behind in rural areas, and guide the management of the elderly services, welfare for the elderly, and the rescue and support institutions for the special-needs persons.
(j) To formulate policies and standards for the city's children's welfare, protection of orphaned and abandoned children, children's adoption, and children's rescue and protection, and to improve the system of care and services for children left behind in rural areas and the system of protection for children in difficult circumstances.
(xi) To formulate the city's development plan for the promotion of charitable undertakings and the management of charitable trusts, charitable organisations and their activities. Guiding social charity and social donations, responsible for welfare lottery sales management.
(xii) Completing other tasks assigned by the municipal party committee and the municipal people's government.
