Beihai Municipal Health Commission Functional Information

(a) It is responsible for drafting local regulations on the development of health and health care, formulating the city's national health and health plans and programmes, and formulating local standards for health and health care and organising their implementation. It co-ordinates the planning of the city's health and health resource allocation, and guides the preparation and implementation of regional health and health planning. To formulate and organise the implementation of policies and measures to promote the equalisation, universality and convenience of basic public health services and the extension of public resources to the grassroots.

(ii) Coordinating and promoting the deepening of the reform of the medical and health system, and studying and proposing policies and measures for deepening the reform of the medical and health system. (e) Implementing the national drug policy and the national basic drug system, carrying out monitoring of drug use, comprehensive clinical evaluation and early warning of drug shortages, and making recommendations on basic drug pricing policies. 1. Division of responsibilities with the Municipal Development and Reform Commission. 2. Division of responsibilities with the Municipal Civil Affairs Bureau. The Municipal Health Commission is responsible for formulating countermeasures to cope with population ageing and combining medical care with health care, comprehensively coordinating, supervising and guiding, organising and promoting the development of the cause of ageing, and undertaking the prevention and treatment of geriatric diseases, medical care for the elderly, and mental health and care services for the elderly and other geriatric health work. The Municipal Bureau of Civil Affairs is responsible for the overall promotion, supervision and guidance, supervision and management of elderly services, formulating plans and standards for the construction of the elderly service system and organising its implementation, and undertaking the welfare of the elderly and assistance for the elderly with special difficulties.

3. Division of responsibilities with Beihai Customs. Municipal Market Supervision Administration and other departments in the supervision and management work found to be in need of food safety risk assessment, should be promptly proposed to the Municipal Health Commission. The Municipal Market Supervision Administration, in conjunction with the Municipal Health Commission, shall establish a mechanism for mutual notification of major adverse drug reactions and adverse events of medical devices and a joint disposal mechanism.

5. The division of responsibilities with the Municipal Bureau of Medical Protection. The Municipal Health Commission, the Municipal Bureau of Medical Protection and other departments strengthen the system and policy convergence in medical care, medical insurance and medicine, establish a communication and consultation mechanism, and collaborate to promote reforms to improve the efficiency of medical resource use and the level of medical protection.
