Wuzhou Municipal Education Bureau Functional Information

Wuzhou Municipal Bureau of Education carries out the guidelines, policies and decision-making arrangements of the CPC Central Committee, the Party Committee of the Autonomous Region and the Municipal Party Committee on education, and adheres to and strengthens the overall leadership of the Party on education in the course of fulfilling its duties. The main responsibilities are:

(a) implement the laws and regulations on education and the decision-making and deployment of the Central Committee, the autonomous region and Wuzhou City on education. Formulation of the city's education reform and development policies and planning, organisation and implementation of the relevant local laws and regulations on education.

(b) Guiding the city's primary and secondary schools in party building, ideological and political, moral education, intellectual education, physical education, health and art, labour education, national defence education, security and stability.

(iii) Responsible for the work related to promoting the modernisation of education in the city. It is responsible for the overall planning and coordinated management of the city's primary and secondary schools, guiding primary and secondary schools to do a good job of planning, construction and education and teaching reforms in accordance with the standards set by the Autonomous Region for the setting up of schools, and is responsible for the statistics, analyses and dissemination of education information in the city.

(d) Responsible for the co-ordination and management of education funding, participating in the formulation of policies on education funding, education appropriation, student financial assistance, and investment in education infrastructure, and responsible for the statistics of the city's investment in education funding. Guidance for Wuzhou City in the implementation of foreign educational assistance, educational loans and educational cooperation projects.

(E) is responsible for the reform and development of basic education. Responsible for promoting the balanced development of compulsory education and the promotion of educational equity, responsible for promoting the development of general high school education, pre-school education and special education. It formulates the basic requirements for teaching basic education in the city, organises and validates the teaching materials for local curricula of basic education in the city, validates the catalogue of books for primary and secondary schools in the city, and implements quality education in a comprehensive manner.

(vi) Responsible for the reform and development of vocational education. It implements the guidelines for teaching reform and standards for vocational education, and carries out the assessment of vocational education. It guides counties (cities and districts) and relevant departments to do a good job in the layout of vocational education schools and professional restructuring, etc., and guides the construction of vocational education materials and employment guidance.

(vii) Assisting in the work of higher education. Coordinate the higher education administrative departments of Wuzhou City, higher education institutions to carry out professional settings and adjustments, autonomous regions, key disciplines, key laboratory deployment, major projects. Assist the city's institutions of higher learning and local governments to build college internship bases. Assist the city's general institutions of higher learning to carry out college student employment and entrepreneurship work.

(H) is responsible for minority education. Coordinate educational assistance to ethnic minorities and ethnic minority areas.

(ix) Responsible for the work of teachers in the city. It organises the implementation of the teacher qualification system, guides and organises the construction of talent teams in primary and secondary schools in the city, draws up recruitment and training plans for primary and secondary school teachers and organises their implementation.

(J) is responsible for all levels of education admission examination and primary and secondary school registration qualification management, organisation and preparation of primary and secondary school enrolment plan and organisation and implementation.

(XI) is responsible for the city's language and writing work, formulates policies and plans for the city's language and writing work, guides the standardisation of language and writing, and supervises and inspects the application of language and writing. It guides the promotion of Putonghua and the training of Putonghua teachers.

(xii) Responsible for the foreign cooperation and exchange work of primary and secondary schools in the city. Participate in the international promotion of the Chinese language. Coordinate the management and guidance of the city's primary and secondary schools with Hong Kong, Macao and Taiwan education cooperation and exchange work. Assist in the management of the education system to Wuzhou foreign teachers, experts.

(xiii) Responsible for the city's education informatisation work. Formulate the city's primary and secondary schools informatisation planning and coordination and implementation.

(XIV) is responsible for the city's private primary and secondary schools, integrated planning, comprehensive coordination and macro management. Improve the policies and measures for the management of private primary and secondary schools, formulate policies and plans for the development of the city's private education in accordance with the law, regulate the order of running schools, and promote the healthy development of private education.

(XV) guide the city's education supervision work. Commissioned by the Municipal People's Government, is responsible for the people's governments of counties (cities and districts) and the relevant functional departments to fulfil their responsibilities in education supervision and inspection. Organise and implement the supervisory evaluation, inspection and acceptance, quality monitoring of the city's primary and secondary schools in accordance with the law.

(p) Completing other tasks assigned by the Municipal Party Committee, the Municipal People's Government and the Municipal Party Committee's Leading Group on Education.
