Foreign Affairs Office of the People's Government of Fengtai District, Beijing Municipality Functional Information

The Foreign Affairs Office of the Beijing Municipal Government of Fengtai District implements the guidelines and policies of the Central Committee of the Party and Beijing Municipality on foreign affairs, decision-making and deployment and the relevant work requirements of the District Party Committee, and adheres to and strengthens the centralised and unified leadership of the Party in foreign affairs work in the course of fulfilling its duties. The main duties are:

(a) the implementation of the Party and the State's foreign policy guidelines, policies and foreign-related laws and regulations, as well as the municipal party committee, the municipal government and district party committee, the district government on the foreign affairs work of the instructions and decisions, to check the implementation of the various departments and units of the district; is responsible for the formulation of the district's foreign affairs work planning and system, and organise the implementation of the district; is responsible for organising and carrying out the investigation of major issues in the foreign affairs work of the research and study, for the district party committee, the district government's foreign work decision-making to provide (b) To carry out the implementation of the Central Government's policy on Hong Kong.

(b) To implement the policies and regulations of the Central Authorities regarding Hong Kong and Macao, and be responsible for promoting exchanges and co-operation between the Region and Hong Kong and Macao in the fields of economy, science and technology and culture.

(3) To be responsible for exchanges between the region and foreign local governments, and to organise and manage exchanges with international friendly cities; to be responsible for cooperating with the relevant departments of the Central Government and municipalities in the reception of important foreign guests of the Party and the State visiting the region; to be responsible for co-ordinating and arranging the foreign affairs activities and visits of the leaders of the region.

(4) It is responsible for applying for passports (laissez-passer), applying for visas and handling other relevant documents for persons going abroad on official business; it is also responsible for the collection and safekeeping of passports and laissez-passer on official business.

(e) Responsible for taking the lead in coordinating the management and services for foreigners in the district; responsible for organising, coordinating, guiding and checking the prevention and response to foreign-related (emergencies) in the district; coordinating with the relevant departments of the city to dispose of particularly significant, significant and large foreign-related (emergencies) in the district.

(f) To manage the activities of foreign non-governmental organisations in the district and the participation of civil society organisations in the district in the activities of international non-governmental organisations; to be responsible for the preliminary examination of the relevant departments and units in the district in applying for hosting and organising international conferences; to undertake the work related to the participation of the district in the activities of international organisations and international multilateral activities; to be responsible for the organisation and coordination of large-scale international multilateral activities organised in the name of the government of the district, and to assume the responsibility of safety supervision; to be responsible for guiding the work of civil society in foreign relations. (vii) To be responsible for the work of foreign permanent residents in the city.

(g) To be responsible for matters relating to foreign resident news agencies and foreign journalists, Hong Kong and Macao journalists in the district.

(viii) Organising and coordinating the promotion of the international language environment in the region.

(ix) To be responsible for educating foreign affairs cadres and personnel involved in foreign affairs in the district on foreign policy and foreign affairs discipline; to examine, in conjunction with the relevant departments, the implementation of foreign affairs discipline, and to put forward opinions and recommendations on the handling of violations of foreign affairs discipline.

(j) Completing other tasks assigned by the district party committee and the district government.
