Guizhou Forestry Bureau Functional Information
The Guizhou Provincial Forestry Bureau (hereinafter referred to as the Provincial Forestry Bureau) is an organization directly subordinate to the provincial people's government, at the departmental level, under the unified leadership and management of the Provincial Department of Natural Resources.
The Provincial Forestry Bureau implements the guidelines, policies and decision-making arrangements of the Party Central Committee and the Provincial Party Committee on forestry and grassland work, and adheres to and strengthens the Party's centralized and unified leadership of forestry and grassland work in the course of performing its duties. The main responsibilities are:
First, responsible for the supervision and management of forestry and grassland and their ecological protection and restoration. To formulate policies, plans, standards and organize the implementation of forestry and grassland and their ecological protection and restoration. Draft relevant local rules and regulations. Organize and carry out dynamic monitoring and evaluation of forests, grasslands, wetlands, rocky desertification and terrestrial wildlife resources.
Second, organize and carry out forestry and grassland ecological protection and restoration and afforestation and greening work. It organizes and implements key ecological protection and restoration projects in forestry and grassland, guides the cultivation of public welfare forests and commercial forests, and guides and supervises compulsory tree-planting for the whole nation and urban and rural greening work. Guiding forestry and grassland pest control and quarantine work. Undertake work related to forestry and grassland response to climate change. Undertake forestry ecological civilization construction related work.
Third, responsible for supervision and management of forest, grassland and wetland resources. Organize the preparation and supervise the implementation of forest harvesting limits. It is responsible for forest land management, formulating forest land protection and utilization planning and organizing its implementation, guiding the delineation and management of public welfare forests, and managing state-owned forest resources in accordance with the law. It is responsible for grassland grazing ban, grass-animal balance and grassland ecological protection, restoration and management, and supervises and manages the development and utilization of grassland. Responsible for the ecological protection and restoration of wetlands, the formulation of wetland protection planning and related local standards, supervision and management of the development and utilization of wetlands.
Fourth, it is responsible for the supervision and management of rocky desertification prevention and control work. Organize the investigation of rocky desertification, organize the formulation of rocky desertification prevention and control planning and relevant local standards, supervision and management of the development and utilization of rocky desertification land.
V. Supervision and management of terrestrial wildlife resources. It organizes and carries out surveys on terrestrial wildlife and plant resources, draws up and adjusts the list of terrestrial wildlife and plants under key protection at the provincial level, guides the rescue and breeding of terrestrial wildlife and plant, habitat restoration and development, and monitoring of epidemics, supervises and administers the hunting and collecting, domestication and breeding, cultivation and management of terrestrial wildlife and plant, and supervises and administers the import and export of wildlife and plant according to the division of labor.
Sixth, is responsible for the supervision and management of various types of nature reserves. To formulate various types of nature reserves planning and related local standards. It is responsible for the management of natural resources assets and the use control of land space in nature reserves where the provincial government directly exercises ownership. It puts forward proposals for reviewing new and adjusted provincial nature reserves and submits them for approval in accordance with the procedures, organizes the review of the declaration of world natural heritage, and reviews the declaration of world natural and cultural dual heritage in conjunction with relevant departments. Seven, responsible for promoting forestry and grassland reform-related work. Formulate opinions on the reform of collective forest rights system, state-owned forest farms and grasslands and supervise their implementation. Drawing up policies and measures for rural forestry development and safeguarding the legitimate rights and interests of forestry operators, and guiding the contracting of rural forest land. Carry out the return of farmland (pasture) to forests and grasslands, responsible for the protection of natural forests.
Eight, the development of forestry and grassland resources optimization and timber utilization policy, the development of relevant local standards for the forestry industry and supervise the implementation of the organization, guide the quality supervision of forest products. Formulate forestry industry development planning and organization and implementation.
Nine, guide the state-owned forest capital construction and development, organization of forest seeds, grass seed germplasm resources census, organization of the establishment of germplasm resources database, responsible for good seed selection and breeding promotion, management of forest seedlings, grass seed production and management behavior, supervision of forest seedlings, grass seed quality. Supervision and management of forestry and grassland biological germplasm resources, genetically modified organisms safety, plant variety protection.
X. Responsible for the implementation of integrated disaster prevention and mitigation planning-related requirements, organizing the preparation of forest and grassland fire prevention and control planning and protection standards and guide the implementation of guidance to carry out fire patrols, fire management, fire prevention facilities construction and so on. Organize and guide the state-owned forest forest and grassland fire prevention publicity and education, monitoring and early warning, supervision and inspection and other fire prevention work. If necessary, can be referred to the provincial Emergency Response Department, in the name of the provincial emergency command organization, the deployment of related prevention and control work.

XIII, combined with departmental responsibilities, do a good job in military-civilian integration, poverty alleviation and development and other related work; increase investment in science and technology, improve scientific and technological innovation capacity, in order to promote innovation-driven development to provide protection; responsible for the department, the field of production safety and fire safety; according to the provisions of the development and application of big data and governmental data resource management related work, according to the law, and to promote the department of governmental data resources standardized management, sharing and opening.

Fifteen, duty adjustment.
(a) The duties of the former Provincial Forestry Department, as well as the grassland supervision and management duties of the former Provincial Agriculture Commission, and the duties of the former Provincial Department of Land and Resources, Provincial Department of Housing and Urban-Rural Development, Provincial Department of Water Resources and other departments in the management of nature reserves, scenic spots, natural heritages and geoparks, etc., will be transferred to the Provincial Forestry Bureau.
(ii) Transferring the responsibilities related to forest fire prevention to the Department of Emergency Response, and transferring the responsibilities for the management of forests, wetlands and other resources survey and rights registration to the Provincial Department of Natural Resources.
(iii) Transferring the administrative duties undertaken by the affiliated institutions to the Provincial Forestry Bureau.
XVI. Functional Transformation. Effectively increase the protection of ecosystems, organize and implement ecosystem protection and restoration projects, and strengthen the overall coordination of supervision and management of forests, grasslands and wetlands. Vigorously promote the greening of the national territory and safeguard national ecological security. Accelerate the establishment of the nature reserve system, and uniformly promote the clean-up and standardization of various nature reserves and their merger and integration.
