Hainan Provincial Department of Housing and Urban-Rural Development Functional Information
The Department of Housing and Urban-Rural Development of Hainan Province implements the guidelines and policies of the Central Committee of the Party on housing and urban-rural development work, as well as policies and measures of the China (Hainan) Pilot Free Trade Zone and the Free Trade Port of Chinese Characteristics, implements the decision-making and deployment of the Provincial Party Committee, and adheres to and strengthens the Party's centralized and unified leadership of the work of housing and urban-rural development in the course of fulfilling its duties. The main responsibilities are:
(a) to formulate the province's housing and urban and rural construction development strategy, medium- and long-term planning and policy measures, draft local housing and urban and rural construction laws and regulations, study and put forward policy recommendations to promote the province's housing and urban and rural construction reform; guide and supervise the implementation of housing and urban and rural construction laws and regulations and policy measures.
(ii) Guiding the province's housing construction and housing system reform, formulating the province's housing security and housing fund policies and guiding their implementation, and supervising the management, use and safety of the province's housing fund and other housing funds.
(C) guide the province's urban construction. Formulate the province's urban construction and municipal utilities development strategy, medium and long-term planning, reform programs and guide the implementation; guide the province's urban and rural landscaping and greening work; guide the urban ecological restoration, urban repair work; guide the development and use of urban underground space; in conjunction with the relevant departments responsible for the protection of historical and cultural cities (towns, villages, streets) and supervision and management work.
(D) to formulate the province's rural and small town construction policy and development planning and guide the implementation; to participate in the development of beautiful countryside construction planning and guide the implementation; to guide the construction of rural housing, housing safety and dangerous house reconstruction; to guide the construction of rural infrastructure; to formulate the province's rural lodging development planning, the introduction of relevant policies and guide the implementation; to guide the construction of key towns at or above the provincial level.
(E) to formulate the province's urban and village environmental sanitation management development planning, policy provisions, technical standards and supervise the implementation; guide the province's construction and management of sanitation facilities, supervise the work of living garbage and construction waste reduction, resource utilization, harmless treatment.
(F) is responsible for the province's real estate industry industry management, the establishment and improvement of real estate regulation and control of long-term mechanism, guidance and standardization of the real estate market; the formulation of the province's real estate industry development planning, industrial policies, rules and regulations, and real estate market supervision and control policies and supervise the implementation.
(VII) to formulate the province's construction industry development planning and industrial policy and supervise the implementation; the formulation of rules and regulations to regulate the market behavior of the main parties in the construction of housing and municipal engineering and supervise the implementation; establish and improve the long-term mechanism of construction market supervision, and maintain the order of the construction market.
(H) to formulate the province's survey and design consulting industry development planning, industrial policy and supervise the implementation; the formulation of the province's housing and urban-rural construction industry, science and technology, building energy-saving development planning and related economic and technological policies and supervise the implementation; organization and implementation of major building energy-saving projects to promote urban emission reduction; responsible for the province's architectural design and management, and guiding the province's urban design, landscape management.
(IX) the establishment of the province's engineering construction standards and quotas system. Organization to develop local standards for the implementation stage of engineering construction, development and release of the province's engineering construction pricing basis; guidance and supervision of the implementation of various types of national and provincial engineering construction standards and quotas.
(J) guidance and supervision of the province's engineering quality and safety. Formulate the province's construction projects, municipal engineering quality, safety and completion of acceptance of the policy and regulations and supervise the implementation of the record; organization or participation in the investigation of engineering quality, safety accidents; guide the province's urban and rural construction of earthquake mitigation work.
(XI) to formulate the province's urban management and law enforcement policies and regulations and organize the implementation; guide the province's urban management and law enforcement, digital city management work.
(XII) guide the province's urban and rural construction archives management and utilization.
(M) guide the province's housing and urban and rural construction industry personnel training, vocational education, licensing examination and registration management.
(XIV) guide the cities and counties housing and urban and rural construction administrative work.
(XV) to complete the provincial party committee, the provincial government and other tasks assigned by higher authorities.
