Hainan Province Intellectual Property Office Functional Information
Main responsibilities.
(a) Responsible for formulating and organizing the implementation of the strategy for a strong intellectual property province. It formulates major policies and development plans for the construction of a province with strong intellectual property rights. To formulate and implement management policies and systems to strengthen the creation, protection and utilization of intellectual property rights.
(II) is responsible for the protection of intellectual property rights in the province in the fields of trademarks, patents, geographical indications of origin and integrated circuit layout designs. To study the intellectual property protection, management and service policies that encourage innovation in new fields, new industries and new modes. Promote the establishment and optimization of the province's intellectual property protection system, guide and supervise the province's intellectual property protection work, responsible for guiding trademarks, patents, law enforcement work, guide the city and county intellectual property disputes, rights protection assistance and dispute mediation.
(C) establish and improve the province's intellectual property creation, utilization, management and service system. Responsible for promoting the utilization of intellectual property rights. Promote the transfer and transformation of intellectual property rights. Standardize the assessment of intellectual property intangible assets. Promote the construction of intellectual property operation system. To formulate supportive policies for intellectual property service industry, and organize and promote the development of intellectual property service industry. Responsible for the supervision of intellectual property service industry in the province.
(d) Responsible for building and optimizing the public service system of intellectual property, and promoting the dissemination and utilization of trademarks, patents and other intellectual property information.
(E) responsible for foreign cooperation and exchange of intellectual property rights. To formulate policies for the province's intellectual property-related foreign work, participate in foreign-related intellectual property negotiations, and coordinate foreign-related intellectual property affairs.
(F) To accomplish other tasks assigned by the provincial party committee, provincial government and higher authorities.
