Haikou Municipal Human Resources and Social Security Bureau Functional Information
According to the “General Office of the Hainan Provincial Committee of the Communist Party of China and the General Office of the Hainan Provincial People's Government on the issuance of ‘Haikou Municipal Institutional Reform Program’ notice” (Qiongbanfa [2019] No. 13), Haikou Municipal Bureau of Human Resources and Social Security (hereinafter referred to as the Municipal Bureau of Human Resources and Social Security) is a working department of the People's Government of Haikou Municipality that is in charge of the city's work on human resources and social security, and it is at the level of department. Institutional Functions:
Haikou Municipal Bureau of Human Resources and Social Security implements the guidelines and policies of the Party Central Committee on human resources and social security work and relevant laws and regulations, implements the decision-making and deployment of the provincial party committee and the municipal party committee as well as the policies and measures for the construction of the China (Hainan) Pilot Free Trade Zone and the Free Trade Harbor of Chinese Characteristics, and adheres to and strengthens the Party's centralized and unified leadership of the work of human resources and social security in performing its duties. The main duties are:
(a) To be responsible for formulating and organizing the implementation of policies, regulations and development plans relating to the work of human resources and social security in the city, and to study and put forward opinions and suggestions relating to human resources and social security for the promotion of the China (Hainan) Pilot Free Trade Zone and the construction of a free trade port with Chinese characteristics in the city.
(ii) Responsible for the overall planning and comprehensive management of the human resources market in the city. It establishes a unified, open and competitive human resources market system, improves the mechanism of human resources development and human resources flow and allocation, and is responsible for the standardization of human resources services and the supervision of the human resources market.
(c) Responsible for promoting employment and entrepreneurship in the city. It formulates and organizes the implementation of entrepreneurship and employment development plans and policies for urban and rural areas, improves the public employment and entrepreneurship service system, and perfects the employment and entrepreneurship assistance system; it is responsible for the implementation of a lifelong vocational skills training system for urban and rural workers; it implements policies on the cultivation, evaluation, use and incentives of skilled personnel; and it organizes the implementation of policies on the employment of college graduates.
(d) Responsible for coordinating and promoting the establishment of a multi-level social security system covering urban and rural areas in the city. It coordinates the work of social security cards and promotes the establishment of a “one-card” service management mode with social security cards as the carrier in conjunction with relevant departments; implements policies and standards for social insurance and its supplemental insurance such as old-age pension, unemployment and industrial injury, as well as methods for the transfer of old-age pension, unemployment and industrial injury insurance; implements the management and supervision system for the social insurance funds for old-age pension, unemployment and industrial injury, and their supplemental insurance; and prepares a policy for the employment of college graduates. insurance fund management and supervision system, and prepare the draft budget of the relevant social insurance fund; implement the universal insurance program in conjunction with relevant departments, and promote the construction and management of the national unified social insurance public service platform.
(e) Being responsible for forecasting and early warning of employment, unemployment and related social insurance funds in the city and guiding the information, drawing up response plans, implementing prevention, regulation and control, and maintaining the stability of the employment situation and the overall balance of income and expenditure of related social insurance funds. (f) Responsible for organizing and implementing the mediation and arbitration system for labor and personnel disputes and labor relations policies, improving the consultation and coordination mechanism for labor relations, enforcing the system of employees' working hours, rest and leave, and holidays, and implementing the policy of eliminating the illegal use of child labor and the policy of special labor protection for female workers and underage workers. It organizes and implements the city's labor security supervision, coordinates workers' rights protection work, and investigates and handles major cases in accordance with the law.
(vii) Responsible for organizing and implementing the system for training, evaluating, using and incentivizing skilled personnel, and organizing the implementation of the vocational qualification system and the policy of diversified evaluation of vocational skills.
(viii) Promoting the reform of the personnel system of institutions in conjunction with the relevant departments, being responsible for regulating the comprehensive management of personnel such as job setting, open recruitment and employment contracts in institutions in accordance with management authority, and organizing the implementation of policies on the management of staff of institutions and workers in organs.
(Ix) in conjunction with the relevant departments to implement the national system of recognition and rewards, and undertake the city's recognition and rewards and evaluation and recognition of the declaration.
(j) In conjunction with the relevant departments, implement policies on the distribution of wages and incomes of personnel in institutions, establish mechanisms for determining the wages of personnel in enterprises and public institutions, normal growth and payment guarantee, and implement policies on the welfare and retirement of personnel in enterprises and public institutions; be responsible for the monitoring of the remuneration of municipal state-owned enterprises and carry out supervision and inspection.
(xi) Working with relevant departments to implement comprehensive policies and planning for the work of migrant workers, coordinating and resolving key and difficult issues, and safeguarding the legitimate rights and interests of migrant workers.
(xii) Responsible for the education and training of personnel in the system and guiding the construction of the system's team.
(xiii) Guiding the work of human resources and social security in the districts.
(xiv) Completing other tasks assigned by the municipal party committee, the municipal government and higher authorities.
