Chongzuo Human Resources and Social Security Bureau Functional Information

(a) Implementing the laws and regulations on human resources and social security of the State and autonomous regions, formulating development plans and policies for the city's human resources and social security and organizing their implementation, organizing the drafting of relevant governmental rules and regulations on human resources and social security, and organizing the implementation of relevant policies as well as supervising and inspecting them.

(b) To formulate the city's human resources market development planning and human resources service industry development, human resources mobility policies, and promote the rational flow and effective allocation of human resources.

(3) Responsible for promoting employment in the city, formulating employment development plans and policies for urban and rural areas and organizing their implementation, improving the public employment and entrepreneurship service system, co-ordinating the establishment of a vocational training system for employees of enterprises and urban and rural workers, implementing an employment assistance system, implementing policies on the employment of college graduates, and working with the relevant departments to handle matters relating to work permits for foreigners coming to Chongzuo.

(d) Coordinate the establishment of a social security system covering urban and rural areas of the city. Organize the implementation of social insurance policies and standards for old-age, unemployment, work-related injuries and other social insurance and their supplementary insurance, and organize the implementation of a region-wide co-ordinated approach to old-age and work-related injuries insurance. It organizes the implementation of unified methods for the transfer of pension, unemployment and work-related injury insurance relations, and organizes the formulation of a system for the management and supervision of social insurance funds for pension, unemployment and work-related injury and their supplementary insurance, as well as the preparation of the draft budget and budget of the social insurance fund. In conjunction with relevant departments, it implements the universal insurance program and establishes the city's unified public service platform for social insurance.

(e) To be responsible for forecasting and early warning of the city's employment, unemployment and related social insurance funds and information guidance, to formulate response plans, to implement prevention, regulation and control, and to maintain the stability of the employment situation and the overall balance of revenues and expenditures of the related social insurance funds.

(vi) Organizing and implementing the mediation and arbitration system for labor and personnel disputes and labor relations policies, improving the consultation and coordination mechanism for labor relations, organizing and implementing the system of employees' working hours, rest time and holidays, organizing and implementing the policy of eliminating the illegal use of child labor and the policy of special labor protection for female and underage workers, organizing and implementing the labor inspection, coordinating the work of protecting the rights of laborers, and investigating and handling major cases in accordance with the law.

(vii) taking the lead in promoting the city's deepening of the reform of the title system, formulating and organizing the implementation of policies on the management and continuing education of professional and technical personnel, organizing the implementation of policies on the management of post-doctoral positions, being responsible for the construction of the city's professional and technical personnel and skilled personnel, and organizing the implementation of policies on attracting overseas Chinese students to work in Chongzuo (back to their home countries) or to settle down there. In conjunction with relevant departments, it formulates policies on the cultivation and incentives for highly skilled personnel, rural practical talents and local talents. Improve the vocational qualification system and sound policies on diversified evaluation of vocational skills. It is responsible for the selection, introduction and cultivation of high-level professional and technical talents, as well as the management and recommendation of small highlands of talents.

(viii) Guiding the reform of the personnel system of institutions in conjunction with the relevant departments, being responsible for regulating the comprehensive management of personnel such as job setting, open recruitment and employment contracts in institutions in accordance with management authority, and formulating and organizing the implementation of policies on the management of staff of institutions and logistical personnel of organs.
