Hechi Municipal Human Resources and Social Security Bureau Functional Information

(a) Implementing the laws and regulations on human resources and social security of the State and the autonomous region, formulating the development plan for the city's human resources and social security, and organising the implementation and supervising and checking the implementation of the relevant policies.

(b) To formulate the development plan of the city's human resources market, implement human resources mobility policies, establish a unified and standardised human resources market, and promote the reasonable mobility and effective allocation of human resources.

(3) Responsible for promoting employment in the city, implementing the employment development planning and policies of the autonomous region to integrate urban and rural areas, improving the public employment service system, formulating measures to implement the employment assistance system and the vocational qualification system, implementing the vocational training system for urban and rural labourers, implementing the policies on the employment of graduates of colleges and universities, vocational colleges and technical schools, and, in conjunction with the relevant departments, formulating the measures for training and incentivising the development of highly-skilled talents and practical talents in the rural areas. (d) Coordinating the establishment of an employment system covering urban and rural labourers in the city, and implementing measures for vocational training for urban and rural labourers.

(d) Coordinating the establishment of a social security system covering urban and rural areas in the city. Implementing urban and rural social insurance and its supplementary insurance policies, organising and implementing unified methods for the transfer of social insurance relations and social insurance co-ordination, implementing basic pension insurance policies for institutions and enterprises, and gradually raising the level of fund co-ordination. It strictly implements the management and supervision system of social insurance and its supplementary insurance fund, strengthens the management and supervision of the social insurance fund, improves and perfects the supervisory organ of the social insurance fund, and prepares the draft budget and final account of the social insurance fund.

(e) To be responsible for the forecasting and early warning of employment, unemployment and the social insurance fund in the city as well as information guidance, to formulate response plans, to implement prevention, regulation and control, and to maintain the stability of the employment situation and the overall balance of income and expenditure of the social insurance fund.

(viii) To be responsible for the day-to-day operation and supervision and management of the wage guarantee for migrant workers, to formulate a comprehensive plan for the work of migrant workers, to promote the implementation of migrant worker-related policies, to coordinate the solution of key and difficult problems, and to safeguard the legitimate rights and interests of migrant workers.

(ix) To formulate planning for the introduction of foreign intelligence in the city, establish a service system for the introduction of foreign intelligence, centrally manage the city's training work abroad, and comprehensively manage foreign experts working in the city.

(j) Organizing and implementing the mediation and arbitration system for labour and personnel disputes and labour relations policies, improving the coordination mechanism for labour relations, implementing policies for the elimination of the illegal use of child labour and the special labour protection policies for female and underage workers, organizing and implementing labour inspections and other work, and investigating and dealing with major cases in accordance with the law.

(k) To formulate and improve the system of letters and visits and maintenance of stability in the city's human resources and social security system, and coordinate with the relevant departments to deal with major letters and visits or emergencies.
