According to the authorisation, it undertakes the drafting of local laws and regulations on history and culture.

(xiv) Coordinate and plan the development of mass sports, competitive sports and youth sports in the city, be responsible for the implementation of the national fitness programme, supervise the implementation of the national standards for physical exercise, promote the monitoring of national physical fitness and the construction of the social sports instructing workforce system, guide the coordination of sports training and sports competitions, guide the construction of sports teams, guide and promote the work of youth sports, regulate the management of sports services, and guide the day-to-day management of the General Association of Sports.
