Main responsibilities:
(a) Implementing national ecological environmental protection laws and regulations, guidelines and policies. Draft relevant local laws, regulations and normative documents on ecological environment and supervise their implementation according to law. To put forward proposals on environmental protection and pollution prevention in the jurisdiction. To formulate ecological and environmental policies and plans and organise their implementation. Organise local standards and technical specifications on ecological environment and supervise their implementation. In conjunction with relevant departments to prepare and supervise the implementation of key areas, watersheds and drinking water sources of ecological environment planning and water function zoning.
(ii) Responsible for the co-ordination, supervision and management of major ecological and environmental issues in the city. Take the lead in coordinating the investigation and handling of general environmental pollution accidents and ecological damage, guide and coordinate the people's governments of the counties (districts) on the emergency response to ecological and environmental emergencies, early warning work, take the lead in implementing the system of ecological and environmental damages compensation, coordination and settlement of disputes between counties (districts) on environmental pollution, and co-ordination of ecological and environmental protection of the city's key regions and watersheds.
(C) is responsible for the supervision and management of the implementation of the city's emission reduction targets. Organisation of the development of land-based total emission control of various types of pollutants and sewage licensing system and supervise the implementation, supervision and inspection of counties (districts) pollutant emissions reduction tasks completed, the implementation of ecological environmental protection target responsibility system.
(D) is responsible for the city's ecological environment in the field of fixed asset investment scale and direction, financial funding arrangements for the views of the municipal people's government in accordance with the authority of the provisions of the city, approval, approval of municipal planning and annual plan within the scope of fixed asset investment projects, with the relevant departments to do a good job in the organisation and implementation and supervision. Participate in guiding the promotion of circular economy and ecological environmental protection industry.
(E) is responsible for the supervision and management of the city's environmental pollution prevention and control. Development of air, water (including groundwater), soil, noise, light, odour, solid waste, chemicals, motor vehicles and other pollution prevention and control management system and supervision and implementation. In conjunction with the relevant departments, supervise and manage the ecological environmental protection of drinking water sources, organise and guide the comprehensive improvement of urban and rural ecological environment, supervise and guide the management of agricultural surface pollution. Supervise and guide the work of regional atmospheric environmental protection, organise and implement the regional air pollution prevention and control coordination mechanism. Take the lead in organising and carrying out the work of setting up river outfalls.
(vi) Guiding, coordinating and supervising the city's ecological protection and restoration work. Organise the preparation of ecological protection planning, organise the assessment of ecological conditions, supervise the development and utilisation activities of natural resources that have an impact on the ecological environment, the construction of important ecological environments and the restoration of ecological damage. Organise the formulation of ecological environment regulatory systems for various types of nature reserves and supervise law enforcement. It supervises the protection of wild animals and plants, the ecological environment protection of wetlands, and the prevention and control of desertification. It guides the coordination and supervision of rural ecological environmental protection, guides the creation of ecological demonstrations, supervises the environmental safety of biotechnology, takes the lead in the work of biological species (including genetic resources), organises and coordinates the protection of biodiversity, and participates in the work of ecological protection compensation.
(vii) Responsible for the supervision and management of nuclear and radiation safety in the city. It formulates relevant policies, plans and standards, supervises and manages the safety of radioactive sources, supervises and manages the application of nuclear technology, electromagnetic radiation, and pollution prevention and control in the development and utilisation of associated radioactive mineral resources. Participate in the emergency response to nuclear accidents, is responsible for emergency response to radiation-related environmental accidents, and participates in the prevention and disposal of nuclear and radiation-related terrorist incidents.
(H) is responsible for the supervision and management of the city's ecological environment access. Entrusted by the Municipal People's Government to carry out environmental impact assessment on major economic and technological policies, development plans and major economic development plans. Approval or review of major development and construction areas, planning, project environmental impact assessment documents as required. Formulate and organise the implementation of ecological and environmental access list.
(IX) is responsible for the city's ecological environment law enforcement monitoring, pollution source monitoring and emergency monitoring of environmental emergencies. As required to do the work related to ecological environment quality monitoring.
(J) Responsible for responding to climate change. It formulates strategies, plans and policies for the city's response to climate change and greenhouse gas emission reduction, organises the implementation of specific measures and actions related to climate change mitigation and adaptation, and guides the city's response to climate change.
(XI) co-operate with the ecological environmental protection inspections. Coordinate and do a good job in the central and autonomous regions of environmental protection inspections and rectification work, organisation, coordination and guidance of the people's governments of the counties (districts) and the relevant departments of the city to do a good job in ecological environmental protection inspections and rectification work.
(XII) unified responsibility for the city's ecological environment supervision and law enforcement. Organise and carry out the city's ecological environmental protection law enforcement and inspection activities. Investigate and deal with major ecological and environmental offences. Strengthen the city's ecological environmental protection comprehensive law enforcement team building and operational work.
(xiii) To organise, guide and coordinate the city's ecological and environmental protection publicity and education work. To formulate the city's ecological environmental protection publicity and education programmes and plans and organise their implementation, to carry out publicity and education work related to the construction of ecological civilisation and environmentally friendly society, and to promote the participation of social organisations and the public in ecological environmental protection. To carry out scientific and technological work on ecological environment, organise major scientific research and technical engineering demonstration on ecological environment, and promote the construction of ecological environment technology management system.
(xiv) To carry out foreign cooperation and exchanges on ecological environment. Study and put forward proposals on issues related to regional ecological and environmental cooperation, organise and coordinate the implementation of relevant international treaties on ecological and environmental protection in the city, and participate in dealing with relevant foreign ecological and environmental affairs.
(xv) To complete other tasks assigned by the municipal party committee and the municipal people's government.
