Wuzhou Natural Resources Bureau Functional Information

According to ‘Wuzhou City Institutional Reform Programme’ and the spirit of the implementation of the views, the Municipal Natural Resources Bureau is the municipal people's government departments, for the level, plus the Municipal Planning Bureau brand.

Municipal Natural Resources Bureau to implement the Party Central Committee, the autonomous regional party committee, Wuzhou municipal party committee on natural resources policy and decision-making and deployment, in the course of performing their duties to adhere to and strengthen the party's centralised and unified leadership of natural resources work. The main responsibilities are:

(a) To fulfil the city's duties as the owner of all land, minerals, forests, wetlands, water and other natural resource assets and all the duties of spatial use control of land. Implementation of the state, autonomous regions, natural resources and land space planning and surveying and mapping management and other laws and regulations, research and development of relevant local laws and regulations, draft local regulations, the formulation of relevant methods and the implementation of the implementation.

(ii) Responsible for the city's natural resources survey, monitoring and evaluation. (d) Responsible for the paid use of natural resources assets. Implementing the statistical system for all natural resources assets of the state, autonomous region and Wuzhou, and responsible for accounting for all natural resources assets of the city. Prepare a balance sheet of all natural resources assets and formulate assessment standards. To implement policies on allocation, transfer, leasing, capitalisation and land reserve of all natural resources assets in the city, and to rationally allocate all natural resources assets in the city. (E) responsible for the rational development and utilisation of the city's natural resources. (vi) Responsible for establishing the city's spatial planning system and supervising its implementation. Promote the implementation of the main functional area strategy and system, organise the preparation and supervision of the implementation of the city's national land spatial planning and related special planning, urban (town) master planning, town system planning, village planning, detailed control planning, detailed construction planning of important sites, and other types of special planning. It carries out evaluation of the suitability of territorial space development, and establishes monitoring, assessment and early warning systems for the implementation of territorial space planning. It has organised the delineation of control lines such as the red line for ecological protection, permanent basic farmland and urban development boundaries, and constructed a spatial layout for production, living and ecology that saves resources and protects the environment. It establishes and improves the system of spatial use control of the national territory, and researches and formulates multi-planning policies and supervises their implementation. Organise the formulation and implementation of annual use plans for land and other natural resources. It is responsible for the diversion of land and other land space use. It is responsible for the management of land requisition and expropriation.

(vii) Responsible for co-ordinating the ecological restoration of land space in the city. It takes the lead in organising the preparation of ecological restoration planning for land space and the implementation of major ecological restoration projects. It is responsible for the comprehensive improvement of national land space, land preparation and reclamation, and the restoration and management of the geological environment of mines. It takes the lead in establishing and implementing an ecological protection compensation system, formulating policies and measures for the rational use of social funds for ecological restoration, and organising and guiding the implementation of major engineering projects. Organise the protection of mining relics and geological relics.

(viii) Responsible for organising the implementation of the strictest arable land protection system. Implement arable land protection policies, responsible for the quantity, quality and ecological protection of arable land. (ix) Responsible for the management of the city's geological survey industry and geological work. Preparing geological survey planning and supervising and checking the implementation. Responsible for geological disaster prevention and management. Supervise and manage geological problems such as over-exploitation of groundwater and ground subsidence caused by it. Responsible for the supervision and management of palaeontological fossils and stalactites.

(j) Responsible for the implementation of the relevant requirements of the city's comprehensive disaster prevention and mitigation planning, organising the preparation of geological disaster prevention and control planning and protection standards and guiding their implementation. Organise, guide, coordinate and supervise the survey and evaluation of geological disasters and the census, detailed survey and investigation of hidden disasters. It guides the development of group survey and prevention, professional monitoring and forecasting and early warning, etc., and guides the development of geological disaster engineering management. Undertake geological disaster emergency rescue technical support work.

(XI) is responsible for the implementation of the city's mineral resources management work. Responsible for the management of mineral resources reserves and overburdened mineral resources approval. Responsible for the management of mining rights. In conjunction with the relevant departments to undertake protective mining of specific minerals, advantageous minerals regulation and related management work. Supervise and guide the rational use of mineral resources and protection.

(XII) is responsible for the city's mapping and geographic information management. Responsible for basic surveying and mapping and mapping industry management. (XIII) Promote the development of science and technology in the field of natural resources in the city. Organise foreign exchanges and cooperation in the field of natural resources, organise the implementation of relevant international conventions, treaties and agreements.
