Beijing Fengtai District Civil Affairs Bureau (District Civil Affairs Bureau) is a working department of the district government at the departmental level.

The District Civil Affairs Bureau is responsible for implementing the guidelines and policies of the CPC Central Committee on civil affairs, decision-making and deployment, as well as the relevant work requirements of the Municipal Party Committee and the District Committee, and implementing the centralised and unified leadership of the CPC Central Committee on civil affairs into the process of fulfilling its duties. The main responsibilities are:

(a) Implement the laws, regulations, rules and policies of the State and Beijing Municipality on civil affairs. To formulate the development plan and policy of the relevant social welfare undertakings in the district, to formulate the medium and long-term development plan and policy of the civil affairs undertakings in the district and to supervise the implementation thereof.

(ii) Comprehensively coordinating the work on aging in the district. It organises the formulation and coordinates the implementation of development planning and policy measures for actively coping with population ageing in the district. Guiding and coordinating the protection of the rights and interests of the elderly. To formulate policies on social participation of the elderly in the district and organise their implementation.

(c) To organise the formulation and coordinate the implementation of policies and measures to promote the development of the elderly in the district. Coordinate and promote, supervise, guide and oversee the management of elderly services, formulate plans, policies and standards for the construction of elderly service systems in the region and organise their implementation. It is responsible for the welfare of the elderly and the relief of the elderly in special difficulties.

(d) Responsible for the registration and supervision and management of social organisations such as social groups and social service organisations in the district.

(v) Implementing social welfare policies for the disabled and promoting the protection of related rights and interests. Coordinate and promote the development of the rehabilitation assistive device industry in the district.

(j) Implementing urban and rural social assistance policies and standards, and improving the urban and rural social assistance system. It is responsible for the minimum subsistence guarantee and temporary assistance for urban and rural residents. Responsible for the work of special hardship cases. It is responsible for the rescue of homeless and beggar people in the district.

(k) Implementation of administrative division management policies and standards.
